This event appears to have been held on the far-end of the Malecón, or the sea wall skirting the entrance to the Bay of Havana. It was one of many public rallies held to celebrate the Cuban government's campaign to nationalize increasing numbers of U.S.-owned businesses following conflict over Cuba's decision to accept the Soviet Union's offer to sell unrefined oil to Cuba at much reduced prices in May of 1960. The resulting confrontation with the U.S. government led to the nationalization of U.S. oil refineries in Cuba and sparked the process of general nationalization and confiscation which this rally celebrates.
