"Satire on the defeat of the Excise Bill. In the foreground, on the left, stands Justice trampling on Oppression, in her scales papers lettered, "Magna Charta", "City Petition" and "204" (the number of members of parliament who voted against the Bill) outweigh chains and wooden shoes; on the right, Trade, a merchant holding a ship standing on two barrels, one of wine and one of tobacco, is supported by Liberty holding a hat on a staff. In the background, Britons, including a sailor, dance around a maypole decorated with tobacco leaves and grapes and topped with a sign lettered "Perry & Barnard" referring to the members for the City of London.
