North (left, as Boreas), on hands and knees, his cheeks inflated, blows at the flames; Fox (right), seated on a bulky roll inscribed 'Petition from the Cotton Manufacture[rs]', plies a pair of bellows. The fuel of the fire consists of papers inscribed 'Rumour', 'Evidence at the Bar' (2), 'Pamphlets', 'Pleadings at ye Bar' (2), 'Arguments'.
