A specter labeled "cholera" in front of gate stops Uncle Sam and "Miss Columbia," both in travelling clothes (i.e. they are tourists); behind them is the lake and buildings of the Chicago Fair (i.e. this is not the ocean, the location is not Hamburg or New York).
