A man sits in a chair at center, dressed in wooly sheep's clothing from the neck down; his nose and chin are suggestive of the Duke of Wellington, and a speech bubble from his mouth reads "Reform." Eight other men (politicians?) are in the room with him, which has a door at the far right. A sign on the back wall mentions "the boro' of Halifax," which combined with a speech bubble mention of "Protheroe" likely references the British Radical and Whig politician Edward Davis Protheroe. Another sign on the wall reads "Tory Creed, Force or Fraud," while the one on the far right begins "Notice to Electors!" and ends with a mention of "J. L. Edw-ds, Non-Elector & Chairman." Seemingly a satire on various reforms that were being debated and voted upon in Parliament in the mid-1830s
