Peel, on the extreme right: 'I cannot let you pass, if I admit you the respectable Gentleman in the broad brim andall therest, will expect to get in'. Wellington: 'He must not be let in yet P----l, but if we dont take care the fellow will slip in, in spite of us'. O'Connell, pleased at the contest: 'Agitate friend Moses Agitate! that's the way I got in' [cf. British Museum Satires No. 15662, &amp;c.]. Brougham, right arm extended forensically, says: 'You exclude the Jew and Quaker, while the Atheist, who laughs at your oaths, obtains Admission'. Behind, an atheist, leering at Brougham, kisses a Testament opposite the seated Clerk who is administering the oath. On the left is a group of dissenters (admitted in 1828, see British Museum Satires No. 15530); one is Irving, holding top-hat and tall cane. In the background, through an archway, bishops (who had declared themselves opposed to Jewish emancipation) are seen ascending stairs towards the throne, where a king is indicated.
