- "Fox (left), with a fox's head and brush, directs the rays from the dark-lantern of a conspirator upon Shelburne (right), who is wrapped in a cloak, and carries a small sack inscribed "Treasury". Fox, who is out at elbows, his breeches unbuttoned at the knee, his stockings ungartered, his shoes dilapidated with his bare toes protruding, is saying, "Ah! what I've found you out, have I? Who arm'd the high Priests & the People? Who betray'd his Mas------" Shelburne, with a smile of complacent triumph, is saying, "Ha! Ha! - poor Gunpowder's vexed! - He, He, He! - Shan't have the Bag I tell you, Old Goosetooth!" (Cf. BMSat 5843, &c.) - Charles James Fox, with the feet and tail of a fox, his empty pockets turned out, and with cow horns protruding through his hat, stands on an E.O. (gaming) table placed on the North Pole. Quoting Satan's speech from Paradise Lost, he looks to the upper right where the sun is depicted as Lord Shelburne. Refers to Fox's gambling habit and his July 1782 resignation after Shelburne's appointment as First Lord of the Treasury.

- One the left, George III, represented as a donkey and wearing a fool's cap, sits asleep on his throne, his wrists manacled. Beneath his chair is a keg of gunpowder, and a sack containing crown and sceptre leans against the wall. Entering the doors on the right is Fox (depicted as a fox) followed by members of the new ministry, including from left to right, Wilkes, Richmond, Burke, Keppel, Shelburne (carrying another barrel of gunpowder), and Dunning.

- "Lord Lansdowne is about to force down the throat of the Duke of Richmond a part of his model fortifications which are on a dish beside him. These are in the form of a semicircle of gun-embrasures, each marked with a letter of the word '[F]ORTIFICATION'; Lansdowne stands behind Richmond, who is seated, holding him by the arm, with the letter 'F' in a spoon which he holds before Richmond's mouth; Richmond starts back in alarm. The blind Barré, touching the wall to guide himself, enters from the right, leading by the empty right sleeve a lean and erect military officer with a wooden leg, who holds a long spear. On Richmond's table is a paper: 'Morning Post Tuesday March 6th 1787. Marquis La . . s . . . n; This Letter if his Grace thought proper, he would send him under cover to refresh his convenient & accomodating Memory------ Lords Debates'. On the wall (left) behind the table is a plan of fortifications inscribed 'Cherbourg', above it is a scroll inscribed 'en le rose je fleurie' (the Lennox motto, cf. - Fox, and Richmond on the left with Shelburne standing pensively between them, move away from the armored ghost of Cromwell who stands on a crushed crown and sceptre. Cromwell is saying "To obtain your end your measures are right, you arm the people, like me, you trample on prerogative...." A reference to Shelburne's plan after the Gordon Riots to arm the populace in preference to the use of troops.
