"An old sow lies exhausted on a pile of straw outside a sty roofed with dilapidated thatch. She is beset by thirty-two voracious piglets with human heads. [The identifications are those of Miss Banks, confirmed by Lord Holland. The identifications of Wright and Evans are incomplete; Ellenborough is called the Speaker.] John Bull, a clumsy yokel in a smock, holding a pitchfork, looks over the low stone wall surrounding the sty. He exclaims: "O Lord - O Lord! - well! - I never had such a Litter of hungry Pigs in all my life before! - why, they's beyond all count! - where the devil do they think I shall find Wash & Grains for all their Guts? - zookers, why they a drain the poor old Sow to an Otomy! - 'e'cod She'll make but bad Bacon for Boney, when they's all done sucking o' her - !!!' In the centre of the struggling mass of pigs is Fox with Grenville on his left. and Grey on his right. He bestrides the Duke of Clarence, whose hind-quarters only (clad in blue and buff) are visible, and supports his right. hind-leg on the back of the Prince of Wales, who is in back view but wearing a ribbon and unmistakable. Grey also clambers over the Prince. On Grenville's l. is his fat nephew, Lord Temple. The head next Grenville is that of Sidmouth, across whose back Lord Henry Petty scrambles open-mouthed. Above Petty, Sheridan scrambles avidly over the sow; Erskine, in his Chancellor's wig scampers over the sow's hind leg. Lauderdale, whose body is chequered to indicate tartan, is behind Grenville, next him (l.) is Vansittart; on the left of the latter is a group of three plump pigs one with the head concealed, the others smiling with complacent anticipation; they are Sir Watkin Williams-Wynn and his two brothers, see BMSat 9760, &c. Behind them (l.) three pigs scamper towards the sow (l. to r.): Tierney, the Duke of Bedford, and Lord Derby. Behind again, and on the extreme left. are five rather smaller animals: George Walpole, Adair (half cut off by the margin), Burdett, Horne Tooke wearing clerical bands, and Lord Carlisle. On the r. of Grey and the Prince are Lord St. Vincent, with a foreleg on the Prince, Courteney, a foreleg on Grey, Lord Spencer who has secured a teat, and Windham who clambers downwards from the sow's shoulder. Between Courteney and Spencer is a pig whose head is concealed, 'not meant for any body'. The water expands and falls by billowing stages into a sea, the horizon (l.) inscribed 'Unfathomable Sea of Taxation'. In this sea 'cormorants', with human heads and huge beaks (projecting from their profiles) and pelican-like pouches, are greedily fishing, while a rowing boat founders, throwing into the water John Bull, who drops an oar inscribed 'William Pitt'; only his head (submerged up to the mouth) and arms emerge. "George III (l.), just risen from the throne, kicks Grenville from the presence, holding him by the pigtail, and raising the sceptre to smite. Other members of the Ministry flee in confusion, their gestures showing that they also have been kicked. The Kings head, as a sign of respect, is hidden by a pillar in heavy shadow which supports the voluminous canopy over the throne, itself in full light. A large label floats from the King: " - what! - what! - bring in the Papists! - O you cunning Jesuits, you! - what you thought I was like little-Boney & would turn Turk, or any thing? - but if You have no Faith or Conscience - I have!! - ay, & a little Old Protestant Spunk too! - So Out with you all!! - out! - with all your Broad-bottom'd- Popish Plots!!! - Out with you - out! - out! - out!" Grenville wears peer's robes, which fly back, exposing his heavy posteriors (cf. BMSat 10530) to the King's toe. He drops a long scroll: 'Catholic Bill - for bringing the Papists into Power & supporting the Broad bottom Jesuits in their Places for securing the Papists in commanding of the Army & Navy & all the Public offices - .' This tears as it floats over the shoulder of Howick, the mover of the Bill. Grenville is propelled against the massive Ellenborough, who hurries forward with a savage backward glare. The spectacled Buckingham looks up at his brother in dismay. Temple, huge and globular, waddles off, feeling his damaged back. In front of him, Sheridan, as Harlequin (cf. BMSat 9916), slinks off stooping low. In the foreground Petty and Erskine lie on their backs, legs in the air, both in their gowns, Erskine having dropped the Purse of the Great Seal. Behind the nearer figures are (l. to r.): Windham, Moira with both arms raised, and Lauderdale, looking to the left.; next, Sidmouth in full flight, and on the extreme right. a head identified by Miss Banks as Fitzpatrick, but resembling Gillray's Adair. "A sea-monster (l.) with a cavernous mouth spouts two cascades which deluge an open packet-boat (r.) manned by the new Ministry; these are respectively 'Ridicule' and 'Contempt'. The monster has the horns of a bull and a lashing tail which churns up the water. The boat is in danger also from heavy waves; to her broken mast is lashed (with tricolour bands) a broom to which the single patched sail is tied. (A broom at the masthead signified that the ship was for sale.) This sail is filled by a blast from a wind or winged cherub with the head and shoulders of the Prince of Wales, wearing a round hat, with his feathers, and bulky cravat, and surrounded by heavy clouds. Between packet and whale is the barrel thrown out by the crew. This is inscribed 'Real Constitutional Spirits - No Maidstone' with the letters 'MT' [empty]. In the boat are (l. to r.) Erskine, Sheridan, Petty, Grenville (dressed as a naval officer), Windham, Spencer, Fox, Grey, and at the tiller, Lord Ellenborough in wig and gown. The most prominent are Fox and Grey who have just thrown the cask. It looks as if by means of the cask and the Prince the packet will escape the whale, and reach the calmer waters near the horizon. "Fantastic insects (l.), with human heads assail a hive (r.) standing on a low and very solid wooden stand, the 'Treasury-Bench'; ministerial bees emerge to defend it. The apex of the hive is a royal crown from which sprout ears of straw. In the upper left. corner is the grotesque body of Sidmouth terminating in a clyster-pipe inscribed 'Clysteria Ministeria'; the wings are bottles inscribed 'Emetic' and 'Cathartic' [cf. BMSat 9849]. Above him flies the head of (?) Fitzpatrick between wings inscribed 'Hedge Lane' and 'Chick-lane' (London slums and resorts of prostitutes). An adjacent aquiline profile resembles George Hanger. Below, and to the right., is Lauderdale, his wings patterned with tartan. Above (r.) is Erskine, in barrister's wig and bands, both wings inscribed 'Protest'. Next (r.), Moira is supported on ostrich-feather wings, indicating the Prince of Wales (see, e.g., BMSat 10253). Immediately below him is Grattan, with a barbed tail, his wings inscribed 'Irish Emancipation' [cf. BMSat 10404]. Next, and in the forefront, is Grey, like a dragon-fly (and striped blue and buff), his four wings inscribed 'Vanity'. In the next row below are (l. to r.) "John Bull crouches on hands and knees on a flat-topped rock: 'Rock of Broad-Bottom'd Security' [cf. BMSats 10530]. On his back is an enormous money-bag: 'The Sinking-Fund - i.e - Taxations of 42 Millions pr Annum'. Petty stands astride on the guineas in the gaping mouth of the bag, shovelling a cascade of coins to greedy ministerialists who stand below, outside the stone gateway of the 'Treasury', whose wall is on the left John, a yokel, out-at-elbows, looks up to say mournfully: " - Toss away! Toss away! my good Boy! toss away!!! - oh how kind it is, to ease me of this Terrible Load!" Petty, looking down, answers: "Patience, Johnny! - ar'nt I tossing-away as fast as I can? ar'nt I reducing of your Taxes to sh/17 & 6d in the Pound? - why you ought to think yourself quite comfortable & Easy, Johnny!" Those nearest the rock are Windham and the fat Lord Temple, with his back to it, catching the coins that overflow from a great heap in the peer's robe which his uncle, Grenville, holds up. Between Grenville and Windham the Marquis of Buckingham has a brimming hat-full. Behind Buckingham' Howick holds up a large hat high above his head. Sidmouth, bending obsequiously, catches some of the overflow from Grenville's store; between him and Temple, a dog, its collar inscribed 'Vansit[tart]' gapes for the small droppings from his master's receptacle (he was Secretary of the Treasury). Behind Grenville, Ellenborough receives a heavy shower on his head. Sheridan, as Harlequin (cf. BMSat 9916), his wooden sword held behind his back, holds out with a servile gesture a (full) bonnet rouge shaped like a fool's cap. Behind him, Lauderdale, in Highland dress, holds out a Scots cap. Towering above Sheridan, Moira holds up an enormous cocked hat, trimmed with the Prince's feathers, and receives, after Grenville, the largest harvest of coin. In his right. hand are papers: 'Price of Stocks'. Between him and Ellenborough, the Duke of Clarence holds up a chamber-pot, inscribed 'Royal Jordan' [see BMSat 7909, &c.]. Behind him is the head of the Duke of York. Erskine, on the left, holds out the Purse of the Great Seal. Next him are Spencer, holding up a cocked hat, and Norfolk, holding up a punch-bowl, inscribed 'Majesty of the People', the toast given by him, which, inter alia, led to his rightemoval from the Privy Council (see BMSat 9168, &c). An aquiline profile, next Norfolk, suggests George Hanger. A youthful face on the extreme left. may indicate Lord Holland. "The stage, flanked by the stage-boxes, extends across the design, the base of which is the orchestra, where the new Ministry perform. George III has stepped on to the stage from the royal box (l.) and confronts Napoleon, who stands arrogantly upon clouds and points to an enormous scroll held up by Talleyrand. This stretches across the cloud to rest on the stage. The Emperor, in uniform, with spurred jackboots and wearing a large, feathered bicorne, holds a sword in his right. hand and says fiercely: "There's my Term's." The King, who wears uniform with a small cocked hat and buckled shoes, holds his sword against his shoulder. He inspects the scroll through his glass, saying: " - Very amusing Terms indeed! - and might do vastly well with some of the new-made little Gingerbread kings [see BMSat 10518] - but WE are not in the habits of giving up either "Ships, or Commerce, or Colonies", merely because little Boney is in a pet to have them!!!" The scroll is inscribed: 'TERMS OF PEACE - Acknowledge me as Emperor - "mantle your Fleet, - Reduce your Army - Abandon Malta & Gibraltar, - Renounce all Continental Connection - Your Colonies I will take at a Valuation, - Engage to pay to the Great-Nation for 7 Years annually £1.000.000. and Pace in my Hands as Hostages the Princess Charlotte of Wales, with Ten of ye late Administration whom I shall name.' Talleyrand kneels on one knee, displaying a deformed l. leg, on a cornupia which rests on the clouds that support Napoleon. He wears a long gown with a rosary (denoting the ex-Bishop of Autun); a pen is behind his ear. From the cornucopia papers, money-bags, and coin pour down on to the stage. The papers are: 'Address to the Papists'; 'Loan to the - ['Prince' implied, cf. BMSat 6945]; 'To the United Irishmen'; 'To the London Corresponding Society'; 'The Press'; 'The Argus'; 'For the Whig Club'; 'To the Army; 'To the Navy', 'To [the] Volunteers'. Money-bags are labelled: 'Maynooth [word illegible]', 'Horne Tooke', 'Morning Chronicle', '[Cobbett's] Weekly Register', 'Thelwall.' Immediately behind Talleyrand, and also on the Napoleonic clouds crouch Arthur O'Connor, looking down conspiratorially at Fox in the orchestra below. His words extend in a long label towards Fox: "Remember m Friend your Oath, - " Our Politicks are the same!"" He holds a paper: 'at Maidstone Not Guilty - N.B - my Confederate Quigley only, was Hanged there.' Behind Talleyrand and O'Connor three desiccated corpses wearing French Grenadier's uniform hold up three eagles to each of which a banner is attached: 'Army of England', 'Army of Ireland', 'Army of Scotland'. "Canning, as Phaeton, drives his chariot with four horses abreast on a curving track across the heavens, slanting upwards across the design from left. to r. On this are signs of the zodiac; other constellations of the zodiac are on the darkened sky, above and below the path of Phaeton; all assail him. The base of the design is part of the northern hemisphere, showing the world in flames, and flanked by the ghosts of Pitt and Fox. In the lower left. corner is the ghost of Pitt as Apollo (half length); he weeps, dropping his lyre, and raises his shroud to gaze up at his son, Phaeton. He is surrounded by heavy clouds. In the opposite corner, the head and shoulders of Fox as 'Pluto', holding a pitchfork, emerge from flames: he looks up with sinister anxiety at the conflict in the heavens. Canning's head is the centre of an irradiated sun: 'The Sun of Anti-Jacobinism.' He is heroic, youthful, and naked, except for floating draperies. Above him (l.) is a crescent moon. His horses have human heads set behind equine jaws and nostrils which jet flame. They are (l. to r.): Hawkesbury, Perceval, Castlereagh (with a profile expressive of nobility), Eldon (sub-human). Flame streams backwards from the chariot wheels; the wheels pass over the (dismantled) scales, 'Libra-Britannicus' [British justice], one scale inscribed 'Copenhagen'. Close behind the chariot the British Lion, 'Leo Britannicus', rushes furiously; on the chariot's track, facing the horses, is the Ram (faintly sketched). Behind this is Taurus, a ferocious Irish bull, snorting fire at the horses. His collar is inscribed 'Erin go Bragh'; from it flies a rosary; to his tail is tied a pot inscribed 'Emancipation'. The most conspicuous assailant of the horses is 'Scorpio Broad-Bottom', with the head of Grenville, the words inscribed on the two ferocious claws, in which his arms terminate. (He is the Scorpion who 'bends out his arms into two bows, . . . [and] spreads over the space of two signs'.) The body spirals into a barbed tail, emitting names close to Fox. Smaller claws terminate in human heads (below, l. to r.): Temple, Spencer (both spitting fire), Bedford; (above, l. to r.): Moira, Tierney. Covering Grenville's posterior is an irregular circle. In its centre is an irradiated ring enclosing a chalice with the Host; round this are irradiated heads: Grafton, Stanhope, Derby, Carlisle, Norfolk, Holland.
