The crest was an embowed arm holding an olive-branch. In place of the rams' heads of the battering-rams are the heads, in profile to the left, of Burke, frowning, of Fox, smiling, and of Francis with a fixed stare. The arm of the crest holds a scourge whose lashes terminate in scorpions and is inscribed 'Lex Parliamenti omnipotens'. Beneath the escutcheon is a motto on a scroll: 'Sub libertate Tyran' [sic] which replaces the original motto: 'Sub Libertate Quietem'. Two supporters have been added: Dexter, a weeping judge, his cap inscribed 'Common Law', holds a scroll whose words are scored through: '[Magna] Charta Judicium Parium aut Lex Terrae'. "A monster representing Sir Cecil Wray, or Treachery, lies on his back beside a pond, one elbow in the water. He has a frog's mouth, a naked hairy body with a rat's tail, and wears the peculiar-shaped hat worn by Wray; in his right hand is a dark lantern, emblem of conspiracy, in his right a large key, emblem of the back stairs, cf. British Museum satires 6564, &c. A fox, carrying off a goose, stands over Wray, urinating upon him savagely, and saying: "May you never, never rise! By treachery to gain the prize Thus I treat you with contempt Until pass 'd actions you repent. As I was trusted with the Key I meant to pick their bones quite free But Fox the keenest of his race Has thus o'erturn'd me with disgrace." A gosling lies on its back beside Wray. The goose and gosling appear to represent the Westminster electors (cf. British Museum satires 5843, &c.) whose bones Wray had expected to pick. "Five members of the Opposition watch with admiring surprise 'Ombres Chinoises': figures whose shadows are thrown on a sheet or screen, the scene enclosed in a circle: three fat Dutchmen seated on the sea advance directly towards the spectators. On the shoulders of each sits a French sansculotte soldier, cadaverous and sinister; the central figure wears a cocked hat from which project cannon or trench-mortars, he holds a tricolour flag. The others wear bonnets-rouges; one (left) blows a trumpet, the other (right) beats a drum. The Dutchmen are impassively smoking pipes, two wear French cockades; from the hips of each project the mouths of cannon. The light background of the circle stands out on a tinted ground; above it is a scroll, apparently issuing from the mouth of the trumpet: 'Terror the Order of the Day'. Only the heads and shoulders of the spectators are visible, all in back view except that of Lansdowne on the extreme right, who says "Astonishing effect". The others (left to right) are Fox, looking through a glass as in British Museum Satires No. 8641, Sheridan, Stanhope, and a bishop identified as Watson of Llandaff. "The Foxites rise from their chairs at a club-meeting to sing the National Anthem in the manner of a catch, each repeating a different line. The chairman is Fox, who stands at the head of the table (l.) holding up a punch-bowl and ladle. He sings with upturned eyes, "God save great George our King". Sheridan and Norfolk are on his right. and left hand; both gaze at him intently; Norfolk sings "Long live our Noble King". Sheridan echoes "God save the King"; he holds up the music, inscribed with the same words. From his pocket hangs a playbill, only the words 'Vivant Rex et Regina' being visible. On the farther side of the table, next Norfolk, stands Moira, in regimentals, taller than the others and holding out his cocked hat. He says "Send him Victorious Happy and Glorious", and is followed by little Lord Derby, opposite, who stands with one foot on his chair, the other on the table, singing "Long to Reign over us \ God save the King." Lord Henry Petty, very small, leans against the back of Derby's chair, his right. arm round the waist of Erskine, who rests his left. arm on Petty's shoulder. Both wear their Chancellor's gowns, Erskine also his wig; the mace leans head downwards against his chair. They sing respectively: "O Lord our God arise" and "Scatter our Enimies". Opposite them stands Whitbread; he holds up a frothing tankard of 'Whitbre[ad's] Entire' [see BMSat 10421], singing "And make them Fall". On the extreme right., partly cut off by the margin, less ecstatic than the others, Grey [Identified by Miss Banks as Windham, but quite unlike him.] sings: "Confound their Politicks \ Frustrate their Knaveish tricks \ On thee our hopes we fix, God save us all." The Royal Arms decorate Fox's ornate armchair. From the back of Sheridan's overturned chair it appears that the other chairs are similarly decorated."--British Museum online catalogue

"Fox as Guy Vaux kneels on one knee beside a pile of three barrels which he is about to fire with a lighted paper inscribed 'Rights of Man', holding up a dark lantern in his left hand. Burke, dressed as a watchman, rushes towards him and seizes Fox's left wrist, turning the rays of the lantern on his face, while he springs the rattle in his outstretched right hand. His long staff rests on his shoulder and he wears a long coat with a triple collar, badged on the left sleeve with a crown. He says, ""Hold Miscreant - I arrest thee in the name of the British Constitution, which thou art undermining - I arrest thee in the name of human nature, which thou hast most cruelly outraged; - I arrest thee in the name of that Monarch whom thou dost wish to deprive of dignity, & of that people whom thou hast most basely deluded! - Nay, no fawning: - thy Tears & thy hypocrisy make no impression on the mind of truth & Loyalty: - therefore, Enemy of all good! yeild to that punishmt which has long waited those "crimes which are left as yet unwhipt of Justice"". Fox, who wears a slouch hat and a long cloak buttoned over his mouth, says, "O Lord! O Lord! that ever my aim should be discover'd when I had taken such pains to disguise myself - for Heavens sake, Watchman, what have I done that I should be apprehended? - what have I done only answer me that! - dare you accuse me only for what you think I intended to do ? - have I ever assassinated the King, or blown up the Lords ? - as to this Gunpowder here, I only intended to set fire to it merely to clear the Nation of Buggs: - for goodness sake do let me go: - or if I must suffer do let it be without holding up my own dark Lanthorn in my Face, for my Eyes are so weak with crying to think I should be charged with such Villainy, that I cannot bear the Light." "A design in two compartments; between the two titles is etched: ['Fatal Effects of the French Defeat']. On the left Fox hangs himself in a ramshackle garret. His neck is in a noose which hangs from a beam, his right foot rests on a low stool, his left hand holds the rope. He leans back with an expression of terror, dropping an 'Account of the Republican Overthrow'. On the wall (left) is a half length portrait of 'Pichegru' holding a sabre. The poverty of the room is indicated by peeling plaster showing patches of bricks, by the raftered roof, and a small casement window (right). On the right Pitt and Dundas drown themselves in wine. Both are on the floor; they have overturned a round table behind them from which the sliding bottles pour their contents over Pitt, who holds up a brimming glass in his left hand. He leans against an overturned chair holding a paper: 'News of the Victory over the Carmagnols'; he looks up smiling. Dundas sits behind and on the right, in profile to the right, more serious and more intent. He drinks with concentration, spilling his wine and waving his wig above his head. "Bond Street, the pavement receding diagonally from left to right, is thronged with fashionable pedestrians. In the foreground five fashionably dressed men advance, forming a phalanx which pushes on to the cobbled roadway a lady, dressed rather for the ball-room than the street, to whose arm clings a little girl; both are in back view. The men smile or leer. The lady's neck diminishes to a point, tresses of hair hang from her turban (cf. BMSat 8755), which is trimmed by a gigantic erect feather. Her over-dress hangs from her shoulders and swells into folds which sweep the ground. She holds a fan. (Small copy in Grego.) Behind (right) three ladies walk arm-in-arm in the roadway: a fat woman in a riding-habit, looking through an opera-glass, and two younger women, one with her face covered by a transparent veil reaching nearly to the (knees, the other looking demurely down. "Fox (left) and Burke (right) sit side by side in the stocks as Hudibras and his 'squire Ralpho. One foot of each is imprisoned; their hands are clasped. Burke looks at Fox, who sits with closed eyes and a dejected expression. Pitt stands (right) holding a halberd and a bunch of three keys labelled 'Treasury'. All are in pseudo-seventeenth-century costume. On the wall behind Fox hangs a scourge with two lashes, one inscribed 'Prerogative', the other 'Vox Populi', indicating the two causes of the fall of the Coalition. Behind Burke's head is a placard: 'This day is pubd------An Essay on ye Tumblime and Beautifull by Ralph B.' (an allusion to Burke's essay on 'The Sublime and the Beautiful'). In front of the stocks lie two papers inscribed 'India Bill' and 'Warrant of... Temple', since Temple had conveyed to the Lords the king's desire for the defeat of the India Bill. A whipping-post attached to the stocks is inscribed 'Otium cum Dignitate'. "Ministerial rats with human heads scamper about a barn, searching for food. John Bull, a yokel in a smock and holding a pitchfork, holds open one leaf of the door facing the spectator, to watch their antics with amusement. George III, in profile to the right., puts a hand his shoulder, and says: "What! What! looking for Grain, eh! looking for grain; it's all gone, all gone all gone, quite Empty." John answers: "Why, these Hungry Rats thought to have had some fine pickings, I warrant, but egad they'll he woundedly mistaken, tho'f they seem to want it nationly; but that dom'd Scotchman [Melville] carried off a rare lot of it & as to poor Billy the Butler [Pitt] why he was so fond of a drop of Black Snap, [Perjorative for thick, sweet port. Partridge, 'Slang Dict.', 1938.] that when he and his friends, not at it, d'ye see, the rest of the Servants did as they pleased, poor Rogues I'se afraid they'll Undermine the Barn they're so main Hungry." The rats are on a smaller scale. On the extreme left., Lord Derby peeps from a bin inscribed 'Treasury', saying, "Why I suppose the Old Rat Died because there was nothing to feed upon." Moira climbs down a tilted sieve, Grenville sniffs at an upturned '[T]reasury' tub on which Lord Ellenborough sulkily reposes. Grey scampers towards an empty lantern but Windham has dragged out its candle and is nibbling at it. Sheridan races towards the candle from the r. Behind him is Erskine, looking sly. A bulky animal wearing a garter ribbon, probably the Marquis of Buckingham, lies with its head inside an empty '[T]reasury' sack. Fox and Bedford nibble at a pile of tattered and folded sacks on which is Lord Spencer, looking down at them. His wooden right arm terminates in a hook to which is attached a cord from the collar of a lean greyhound with the head of Pitt (as in BMSat 8794). Pitt drags him forward and slightly towards the gulf; in his mouth is a large bare bone, his collar is inscribed 'Licenc'd to Lead'. In John Bull's left hand is a staff, on his back a burden inscribed 'Loans'. He has a wooden leg, which a dog with the head of Sheridan and a collar inscribed 'Licenc'd to Bite' is biting savagely. Behind and on the extreme right is a dog with the head of Grey, and a collar inscribed 'Grey Hound'; he bites John Bull's coat. "John Bull, gross and obese, seated at a table covered with the emblems of naval victory, looks towards British admirals, who advance towards him wearing aprons over their uniforms, but with stern expressions, holding out dishes containing captured French ships. John, knife in his right hand, about to swallow a French ship speared on his fork, says: "What! more Frigasees? - why you sons o' bitches, you, where do ye think I shall find room to stow all you bring in? - " In the foreground is Nelson, in profile to the left, his face bearing scars; from his pocket hangs a 'List of French Ships Taken Burnt & destroy[ed]'. His dish is 'Fricassée à la Nelson'. Howe, full-face, is the centre of the group with 'Fricando à la Howe'. Warren holds up 'Desert à la Warren'. Behind Nelson (right) is Duncan, whose dish contains 'Dutch Cheese [bis] à la Duncan'. The other three are less characterized, their dishes are: 'a la Gardiner', 'à la Bridport', and 'à la Vincent'. "Fox, as the Devil, has sprung into the air, supported by small feathered wings inscribed 'Honesty' and 'Humility' and by two stout crutches, which rest upon dark clouds. He has a heavy hairy body with cloven hoofs, and wears a bonnet rouge with tricolour cockade and the triple plume of the Prince of Wales. The two crutches have the heads, respectively, of Sidmouth (left) and Grenville. He wears a long narrow cloak with a tricolour collar; it is inscribed 'Loyalty, Independence & Public-Good'. The end of this is clutched by John Bull, a fat 'cit' (resembling John Gilpin, see BMSat 6886, &c), who is drawn up into the air, losing hat and wig. Fox says, looking over his right shoulder with a sinister grin: "Come along Johnny! - take fast hold of my Cloak, & I'll bring you to the land of Milk & Honey!!!" The terrified John answers: " - O yes, I will try to holdfast! - but I'm damnably afraid that your Cloak may slip off before we get there, & I may chance to break my Neck!" Below John's feet and at the base of the design (left), are the roofs of London, including the top of the gateway of St. James's Palace and the dome of St. Paul's. Fox is flying towards the façade of Carlton House, which emerges from clouds; over its roof rises a sun emitting rays, the disk inscribed 'New Constitution'. Above the colonnade is the inscription 'Carolus. II. Redimmus'. Resting on the clouds below Carlton House are three tiny scenes: 'Liberty': two gamblers throwing dice, one Sheridan the other the Prince; men watch them. 'Chastity', the Prince and Mrs. Fitzherbert, indicated by feathers in her hair, embrace on a sofa. 'Temperance', men carouse at a round table; one sprawls on the floor. Fox, as the Devil (cf. BMSat 6383, &c), under the cloak of patriotism, is carried to power by two props, Sidmouth and Grenville, on whose coalition with the Foxites the new Ministry, see BMSat 10531, &c, is. based. This relies not on St. James's but on Carlton House, the secrets of which, as in Le Sage's story, are revealed in three scenes satirizing the life of the Prince. The allegation that the new Ministry was subservient to Carlton House was natural, see BMSat 10252, &c, and recurs, see (e.g.) BMSats 10530, &c, 10543, 10697, but proved unfounded, see G. M. In his left hand he holds behind him a dagger, its blade inscribed 'Fraternite'. He is coatless and wears a French cocked hat inscribed 'Liberte', with a tricolour cockade. A miniature bonnet-rouge inscribed 'Egalite' hangs from the lapel of his waistcoat. From one pocket hangs a paper: '2 7bre Certificat de Civisme'; from another: 'Delenda . . . Carth[ago]'. His shirt-sleeves are rolled, the right sleeve in tatters, his breeches torn and unbuttoned at the knee, his stockings hang in festoons round his ankles. "Pitt as, a Roman charioteer, wearing a laurel wreath, is seated in an ornate chariot drawn (left to right) by the British Lion and the White Horse of Hanover (cf. BMSat 8691). He holds the reins, but scarcely controls the galloping pair. One foot rests on a shield bearing a fanged serpent, and wreathed with serpents, inscribed: 'Exit Python Republicanus'. Behind him is a book decorated with a lyre inscribed 'Magna Charta'. Ornate projections from the back of the chariot support the disk of the 'Sun of the Constitution': the Hebrew letters for Jehovah are surrounded by the words COMMONS . KING . LORDS; this is irradiated, the royal arms being etched partly on the sun, partly on its rays, and immediately behind Pitt. Two cherubs fly behind the chariot and on the extreme left; one holds up a 'Bible', the other a family tree of the 'Brunswick Succession': from the base, inscribed 'Ge III', rises 'G IV', from whose circle sprout five stems; beneath is inscribed: 'And future Kings, and Monarchs yet unborn'. A fringed cloth on the back of the horse is covered by the royal arms; one on the lion has Britannia, seated as on coins, but holding up a dagger in one hand, a birch-rod in the other. Both animals dash furiously forward in pursuit of the Opposition. The horse snorts fire; from his forehead thunderbolts dart towards the fugitives. The chariot is on an ascending slope of smooth cloud, lit by the 'Sun of the Constitution' (cf. BMSat 8287, &c.) and strewn with roses which fall from the draperies of Justice, who floats before the chariot, leading it on, her head surrounded by a scroll inscribed 'Honorable Peace, or Everlasting War'. In her left hand she holds up her balanced scales, in her right she grasps a flag-staff on which the British flag floats above a tattered tricolour pennant, inscribed 'Republic'. From under the dark and turbulent edges of the cloud-path the Opposition flee into the void. On the extreme left is the half length figure of a monstrous hag, her hair composed of serpents spitting fire, with a fillet inscribed 'The Whig Club'. In her right hand she holds one of the serpents which issue from her pendent breasts, in the left is an almost extinguished firebrand. She glares up in impotent rage. Beneath the horse and lion (right) are the heads and shoulders of (left to right) Sheridan, Fox, and Stanhope, their hair streaming behind them; each drops a dagger from his raised right hand. Sheridan and Fox have expressions of gloomy terror, Stanhope is melancholy but composed. In the abyss beneath the clouds are three small winged creatures: an owl (left) with the head of Lansdowne, two bats, one with the head of M. A. Taylor, the other (right) with that of Erskine. In their flight they have left behind them on the path of cloud three papers: 'Plan for inflaming the Dissenters in Scotland'; 'A scheme for raising the Catholicks in Ireland' (cf. BMSat 8632); 'Jacobin Prophecies for breeding Sedition in England' (an allusion to Brothers, see BMSat 8627, &c). A second group flees upwards away from the thunderbolts of the Hanoverian horse; from the head of each falls a bonnet-rouge whose peak terminates in a (fool's) bell (cf. BMSat 9374). They are Lauderdale, with clasped hands, the Duke of Norfolk looking round apprehensively, above him the Duke of Grafton, and above again Lord Derby. [Lord Holland gives alternative identifications: Stanhope is Francis, and Grafton is Stanhope. These two, however, closely resemble other heads by Gillray of Stanhope and Grafton.] Above their heads and among the clouds are fleeing serpents, a bonnet-rouge, a book: 'Irruption of the Goths and Vandals. 2d Edition', and a scroll whose ragged edges merge in cloud: 'Patriotick Propositions. Peace, Peace on any Terms. Fraternisation Unconditional Submission No Law, no King, No God.' Another branch of cloud diverges to the left behind Justice. Its upper part is covered with wrecked ships and tiny fleeing figures. These are little sansculottes, all with large bonnets-rouges, one naked, others barelegged except for boots or sabots. British Museum Satires No. 7499, &c). Fox says, "Exegi Monumentum cere perennias, or the finishing Stroke" (perhaps an allusion to the revolution Pillar, see British Museum Satires No. 7396). In his hand is a paper inscribed 'Magna Charta Non Posteris sed Posterioribus'; his posterior is inscribed 'Patriotic Bum' and 'Vox Populi'. He stands on a paper inscribed 'Resolutions of P------l------t.' Sheridan is 'Principal Promoter of loose Principles'; under his right foot is an open book: 'Congreve Plays School for Scandal', probably implying plagiarism by Sheridan (cf. Moore, 'Life of Sheridan', p. 180, where resemblances between 'The School for Scandal' and 'The Double Dealer' are noted). The background is a library wall: a book-case containing folio volumes in some disorder is flanked by scowling busts of 'Wat Tyler' and 'Jack Kade'. "Members of the new Ministry in a handsome room prepare themselves for office, each intent on his toilet. Both Fox and Grey look into a large pier-glass on the extreme left., whose frame is surmounted by the Royal Arms and Prince's feathers, indicating Carlton House and the Prince's 'ostentatious patronage' of the new Ministry. [W. Fitzpatrick, 'H.M.C., Dropmore MSS.' viii, p. viii.] Fox (Foreign Secretary), wearing a tattered shirt, shaves, holding a small bowl filled with lather. On a chair are the coat (blue with red facings, the Windsor uniform) and feathered cocked hat which he is about to put on; against it leans a sword with a jewelled hilt, while his discarded coat and bonnet rouge with tricolour cockade lie beneath it. Beside him stands the taller Grey, brushing his teeth. He wears naval uniform (as First Lord) Behind him, also in profile to the left., stands Sidmouth (Lord Privy Seal), his head and shoulders the centre of clouds of powder, which Vansittart is puffing at him from a powdering-bag. His Windsor uniform is protected by a long towel; in his coat pocket is a clyster-pipe (see BMSat 9849). In the foreground little Lord Henry Petty struts with pointed toe, delighted at the effect of his Chancellor of the Exchequer's gown, which trails on the ground behind him, far too long. Windham (Secretary for War and Colonies), behind him, sits full face over a tub, washing his feet; he wears waistcoat and rolled-up shirt-sleeves; his hat and stockings are on the ground. Next is the centre figure, Lord Grenville (First Lord of the Treasury), in shirt and bag-wig, hitching up his breeches, and thus accentuating his heavy posteriors, which gave a second meaning to the term Broad-bottom Ministry (see BMSat 10530). Moira (Master of the Ordnance) stands stiffly with his back to the wall, tying his high black stock. He wears regimentals with boots and cocked hat. The Duke of Bedford, very neat in shirt and breeches, sits on a stool pulling on a top-boot, resting his leg on the left shoulder of Tierney, who sits at his feet, drawing on a Hessian boot. Both are in profile to the right., and are preparing for a journey to Ireland. Beside Bedford are two papers: 'New way of Improving the Irish-Breed of Black Cattle' and 'Road from Wooburn Farm to Ireland' [on this Tierney is sitting]. Behind Bedford, Sheridan struggles into a shirt; on the wall hangs his discarded Harlequin dress with mask and wooden sword (see BMSat 9916). Lord Spencer (Home Secretary), behind and on the r. of Sheridan, in waistcoat and shirt-sleeves, washes his hands in a basin on a table. On the extreme right. is the corner of a dressing-table, in the mirror of which Erskine delightedly adjusts his hat over his Chancellor's wig. "A carriage (right) drives at a gallop towards the gateway of St. James's Palace; Lord Lansdowne, in peer's robes, puts his head out of the window to call to the coachman, who is lashing the pair of horses: "Drive you dog! drive! - now, or never! - aha the Coast is clearing!------drive! drive! you dog!" He has a sly smile. The carriage is decorated with coronets, and on the door is the beehive crest of Lord Lansdowne and the motto 'Ut Ap[es] Geometriam'. "The cattle-pens (right) of Smithfield Market are filled with cattle with the faces of peers and draped with ermine-trimmed robes. [The ermine is apparent only in the coloured impression] Thurlow, dressed as a farmer, the owner of the cattle, stands on guard with his back to the pens; he wears his Chancellor's wig and uses the mace as a walking-stick. He clutches a full purse in his right hand and looks fiercely at a smaller number of cattle who are being driven from the left towards the pens. One of these, with the head of Lord Derby, stands on his hind legs, saying, "I move an adjournment till after the next Newmarket Meeting". The cattle in the pens (right) have the heads of peers who were believed favourable to Hastings. In the front row are (left to right) Lord Sydney, the Duke of Grafton, and (between two unidentified peers) Lord Bathurst. An ox with the head of Lord Lansdowne, his horns tipped to prevent mischief, stands (right) outside the pen which he tries to enter, his eyes slyly fixed on Thurlow (cf. BMSat 7311). Others cannot be identified. The Opposition peers include the Duke of Portland (who glares fiercely at Sydney), the Duke of Norfolk, Lord Carlisle, and Lord Stormont. On the extreme left Hastings, dressed as a butcher but wearing a turban, riding (right to left) a miserable horse fit only for the knacker (the horse of Hanover), carries off a calf with the profile of George III, its forelegs tied together. He whips his horse ferociously. Behind him is a pawnbroker's shop-window, with three balls and the sign 'Money Lent'. In the middle of the cattle-pens (right) is a bell (that of the Market) on a post, a man (? George Rose) wearing a bag-wig pulls the bell-rope, looking round with a cynical smile. Undifferentiated ministerial cattle at the back of the pens push with their horns at a watchman's box which they are overturning. Three men dressed as watchmen, seated on the roof (which they have climbed to escape the cattle), drop staff, lantern, and rattle and are about to fall off; they are Fox, Burke, and Sheridan. The background is formed by buildings; the pawnshop (left) adjoins a large inn behind the cattle, a house at the corner of 'Smithfield' and 'Cow Lane', which diverges on the right. It is the sign of the Crown; in a balcony over the large gateway which leads to the courtyard sit Dundas (left) and Pitt (right), much at their ease, facing each other in profile, regardless of the turmoil below. They are smoking and have foaming tankards marked with a crown; Dundas is in Highland dress, Pitt is dressed as an English farmer or drover. On the balcony is: 'Good Entertainment for Man and Beast'. A tall raw-boned Frenchman, with a long Queue behind, like a Negro Driver with a long Waggoner's Whip in each Hand, walking by their side. The People very sulky, but tolerably obedient & tractable for so short a Time ; John Bull being a bad Lad only when you are very good to him. The Group of the hoers are, a Husbandman, his Wife, a Manufacturer, a Curate, & an Old man; - in another Part of the Field [middle distance, left], four other English people, a Father & Son (Husbandmen) with two Seamen, in a Yoke, drawing a Plough ; a French Farmer guiding it with one Hand, & with the other flourishing & cracking a French Postillion's long Whip ; a French Boy walking by the side of the Yoke with a Goad, which has a Point as sharp as a Needle, the French Hoe-driver gives his Instructions thus: "Jacques Roast-Beef, hoe straight, deep, quick & rest not." - The Instructions of the French Holder of the Plough are - "Monsieur John Bull mon Ami", (in English) My Friend, Mr John Bull, pull hard, plough deep, trot quick, turn sudden, & rest not," - A Messager d'Etat, (in English) a Messenger of State in his Habit of Office, with a Letter in his Hand, comes to hurry on the work for the Exigencies of War. - In another part of the Plate [left] stand the Farm Offices ; a vast oak, withered, above them, - A Caldron boiling, on which is engraved, Soup Maigre, with a stack of Onions & Turnips close by it. "Fox stands, declaiming violently to his supporters, who surround him. He holds out a paper: 'Ruination - New Tax one Tenth of Income & Property, to Support the accursed War, of the Infamous Minister'. His clenched right fist is raised, and he says: "Gentlemen; - we are all ruin'd we sha'n't have Five Guineas left to make a Bett with! - one Tenth dead, without a single throw of the Dice! - why its worse than the French Game of Requisition; - for in that there would be some chance of coming in for Snacks!" He is dishevelled and ragged, with a padlocked 'Begging Box' slung round his shoulder (see BMSat 8331, &c). Erskine stands beside him in profile to the left as in BMSat 9246, holding a brief-bag: 'Republican Causes'. He says: "I wish it was to come on in the Kings-Bench for I would take up a Brief against him there, gratis; - but I dont like to say any thing to him in t'other place" [see BMSat 8502]. M. A. Taylor, like a small fat boy, wearing a tricolour suit and a bonnet-rouge in the form of a fool's cap, says, looking up at Fox: "One Tenth? - why he takes us for Boys or Chicks! [see BMSat 6777] zounds what a funk I am in." Tierney, wearing a ragged coat, stands in profile to the right, saying, "10 per Cent? - why it will make Bankrupts of all my Friends in in [sic] the Borough [see BMSat 9045]; ah the Villainous Cutthroat he wants to bring us to St Georges's Fields at last." Next Tierney stands Horne Tooke, saying, "One Tenth? - mum! - get it of me if you can tell how to get blood from a Post - or from one of the Gibbets at Wimbleton! - why its a better Subject to Halloo about than the Brentford Election." (He lived largely on the bounty of his friends.) On the right, behind Erskine, are the Duke of Bedford, dressed as a jockey (cf. BMSat 9380), saying, "Damn their 10 per Cents, I'll warrant I'll Jockey 'em as I did with the Servants Tax" [see BMSat 9167], and Norfolk, a bottle of Port in each waistcoat pocket, saying: "Why it will ruin us all! - One whole Tenth taken away from the Majesty of the People? - good heavens! - I must give up my Constitutional Toasts, & be contented with 4 Bottles a day" [see BMSat 9168, &c.]. Derby, in hunting-dress, says: "I must sell my Hounds, & hang up my Hunting Cap, upon my Horns!" [cf. BMSat 6668]. Nicholls peers through a glass, saying, "I see clearly he wants to keep us out of place, & fill his own pockets". On the extreme right stands Burdett, saying, "Dam'me! if my Lady Ox------d [see BMSat 9240] must not leave off wearing Trousers & take care of her little 10 pr Cent." On the left, outside the Foxite circle, stand four others: Sinclair, barefooted and wearing a kilt and plaid, scratches his arm (cf. BMSat 5940), saying "De'el tak me, but it gees me the Itch all o'er, to be prime Minister mysell; - out o' the 10 pr Cents I could mak up for ye loss of my place at the Board" (see BMSat 9271). George Walpole [Identified by Wright and Evans as Tarleton.] (see BMSat 9376), very thin, and wearing his enormous cocked hat, says with clenched fists: "Pistols! - I say, - Pistols! for the Villain! - zounds, I wish I had my Long-Sword here, & a few Moroons, I'd teach him how to humbug us out of our Property." (He had been Tierney's second, see BMSat 9218, and had taken a leading part in suppressing an insurrection of maroons in Jamaica in 1795.) "Pitt, a colossal figure (cf. BMSat 8980), bestrides the Rotunda of the 'Bank of England'. His arms and legs are very thin, but his body is formed of a (transparent) sack distended with gold coins and inscribed '£'. His elbows are akimbo, his hands grasp the sides of the sack; from the little finger of his left hand hangs a key, 'Key of Public Property'. Round the mouth of the sack is a heavy chain clasped by a padlock inscribed 'Power of securing Public Credit'. From the sack emerges the pipe-like neck down which coins are passing. Pitt looks arrogantly to the right, a blast issues from his closed lips of many paper notes inscribed 'one'. Near his mouth are a few gold coins which he is presumably inhaling. He wears a crown formed of 'one' pound notes; through it project his ass's ears. The near side of the Rotunda is removed, showing a descending shower of paper and an ascending cluster of coins which are being drawn upwards to join those in the sack. Little figures in and around the rotunda, under Pitt's legs, hold up their hands in dismay at the shower of £1 notes. Among them is a John Bull wearing a smock. Two men hold papers inscribed 'Dividend'; a Jew walks off (left) with 'Scrip'. On the left, behind Pitt's right foot, is the sea-shore; large reeds at its edge blow towards him; among these are five heads wearing bonnets-rouges, each with a label issuing from his mouth: 'Midas has Ears'. They are Fox, Sheridan, Erskine, M. A. Taylor, and (?) Grey. They diminish in size from Fox to Taylor. Across the sea is 'Brest', from which a fleet is setting out. Behind it are black clouds, and an explosion rises from them in which are swarms of tiny figures holding daggers and wearing bonnets-rouges. This spreads behind Pitt's head who appears unconscious of it. He looks down towards three almost naked winged figures: Grenville (left) and Dundas (right) hold up between them a scroll: 'Prosperous state of British Finances. & the new Plan for diminishing the National Debt - with Hints on the increase of Commerce'. Between and above them is Windham, Secretary-at-War, a pen behind his ear. He waves his cocked hat, Grenville his coronet, and Dundas his Scots cap. Beneath the title: 'History of Midas, - The great Midas having dedicated himself to Bacchus [cf. "The globe is the 'State of the Nation', a parliamentary phrase implying a vote of censure on the conduct of the Ministry. It is covered with islands in a 'Sea of Tribulation'. These are: '10.000 Pr An for an Apostate intended Princess'; 'Large Grants to relatives of decased [sic] Hero's'; 'Large Sums voted to Younger [The word has been etched over 'relatives'.] Branches of large Families'; 'Taxation Island'; 'Property Tax Assess'd Taxes Tax upon Tax' [twice], with smaller islands inscribed [four times] 'Tax upon Tax'. The 'Apostate Princess' is Mrs. Fitzherbert, in the public eye through Jefferys's pamphlet, see BMSat 10589, and the final decision of the House of Lords in the Seymour case (14 June 1806), see BMSat 10389. The 'deceased hero's' are Nelson and Rodney, Nelson's (collateral) heirs obtaining an annuity of £5,000 and a capital sum of £120,000. 'Parl. Debates', vii. 141-5 (13 May). The pension of £1,000 to Lord Rodney's son was continued to his grandson. Ibid., p. 902 (3 July). By the Royal Family Annuities Bill large additions were made to the incomes of the Duke of Clarence and his younger brothers, of the princesses, and their niece Princess Charlotte of Wales, and of the widow, son, and daughter of the Duke of Gloucester, the King's brother who died in 1805. "A scene at a faro-table; part of the table, including an angle of the central well, stretches across the foreground, players and spectators sit and stand behind it. Lady Archer is the most prominent; she holds a pack of cards in one hand, a knave in the other, looking with a triumphantly rapacious smile at a stout lady (? Mrs. Hobart) who sits (right) clenching her fists and scowling back. All the others have expressions of alarm or concern, the least agitated being the Prince of Wales, seated on Lady Archer's left. On the extreme right and next Mrs. Hobart is Fox, turning up his eyes. The guests (except the Prince) are much caricatured; one of Gillray's witch-like hags sits between the Prince and Mrs. Hobart. Fox, North, and Burke in a poverty-stricken room: North (left), seated in a low arm-chair, leans back yawning, arms above his head, legs stretched out. On the wall above his head hangs a broken pair of bellows, emblem of his Borean blast. Burke, (right), very thin, seated on a three-legged stool, is mending the breeches which he has taken off. Behind his head is a spider in the centre of a cobweb. Between and behind them stands Fox, in the attitude of an orator, right arm raised, rehearsing a speech and regarding himself in a cracked mirror (right) which reflects his anxious and gloomy expression.
