- ALS dated 1868 Nov 18, to the Mayor and Municipal Council of the City of Victoria, requesting permission to move a sidewalk in order to build on his property; ALS dated 1869 Mar 13, to the Mayor of the City of Victoria, requesting that the mayor grant him a leave of absence for three months or accept Gibbs's resignation, whichever the mayor "deems best".
