The appointment as elder was given to John Whitmer at a conference in Fayette, Seneca County, New York. Both signatures appear to be in the same hand, possibly Cowdery’s writing.

The document also states that Whitmer was baptized and received into the Church according to the Articles of the Covenants of the Church and ordained under the hand of Oliver Cowdery, Second Elder of the Church.
