The maid stands on a piece of paper inscribed,"Tax on servants" and in front of a padlocked door to the "Register Off[ice] for Maid Serv[ants]." On the opposite side of the image, in the background, is the crumbling building of the Chelsea Hospital. A reference to Sir Cecil's proposals to tax the employers of maid servants and to close the Chelsea Hospital that housed disabled veterans
