"John Bull (left), a benevolent 'cit', and a Spaniard (right), stand in front of piles of military stores. John's right hand is deep in his coat-pocket, in his left hand is a cudgel of 'Oak'. He says, smiling at the Spaniard: "My good Friend you see I have brought you Clothing for Ten thousand men Viz Cheese Shoes stockings belts and small Clothes besides Arms and Amunition, and if that wont do Ill bring you Gully and Gregson and the Devil is in it if they wont do!" The Spaniard, with his hands on his hips, and an expression of stern resolution, answers: "We thank thee Johnny for all thou hast brought, and if thou cans't bring the other two we shall be more obliged to thee." "A bull, snorting ferociously, has tossed a Spaniard high in the air, a shower of coins falls from his pockets. The bull is attempting to charge a Frenchman and an American (right), the latter being an Indian brave, holding a spear and wearing a girdle and head-dress of feathers; they shrink back in alarm, the American sheltering behind the Frenchman. But the bull is checked by a Scot in Highland dress, who holds its tail saying, "Luton, a-Ho" (Luton being one of the estates of Bute). Bute's waist is held by North, who says "Bushey Park, a Ho" (North lived at Bushey Park, Lady North being the Ranger of the Park), and North's by Lord Mansfield saying "Caen Wood a Ho" (Caen (or Ken) wood being the estate bought by Mansfield from Bute. "A bull, chained, muzzled, and blindfolded, his horns tipped, but snorting fire, is baited by dogs urged on by Pitt who runs forward (right), holding heavy chains labelled 'New Excise Fetters for John Bull'. Pitt points at the bull, shouting, "At him! at him! Tally-ho, ho, ho." From his pocket hangs a paper inscribed 'New Excises intended upon Cyder, Flour, Hardware, Linnens, Woolens, Coals, Butchers Bakers Cheese-mo[ngers] Fish, Water'. Pitt and his dogs are hurrying from the Treasury, over the gate of which the word Treasury has been scored through by Rose, who stands on a ladder on the extreme right, painting the word 'Excise-Office' in large letters. A rose takes the place of his head; in his left hand is his paint-pot inscribed 'Kings' Yellow'. The bull's legs are chained to a post inscribed 'Excise'; he is snorting "Liberty! Liberty! and no Excise! Huzza!" The dogs have human heads and inscribed collars. The two foremost are 'Billy Grenv[ille]', with a pen behind his ear, and 'Dundas'. The Duke of Richmond ('Ordnance') is on the bull's back, biting his ear. Behind are 'Jenky' (Lord Hawkesbury), 'Sir Pepper' (Arden), 'Sydney, Cam' (Camden), and a dog perhaps intended for Carmarthen.
