"John Bull stands full-face, supporting a monstrous burden; he is short in proportion to his breadth by reason of the weight which presses on him, drops fall down his face; his breeches pockets, inscribed 'Empty', hang inside out. On his shoulders sits Pitt, his slim ankles crossed under John's chin. On his back, behind Pitt and extending far beyond his shoulders, is a vast burden inscribed (left): 'Subsidies - Taxes!! Taxes - More Taxes!! More Taxes!!!!'; and right: 'Subsidies - Taxes - Debt- More Money!!' On one end (left) sits Dundas, looking to the left, in Highland dress; on the other sits a schoolboy, evidently intended for Canning. On the top of the burden stand seven men, all wearing ribbons and evidently representing placemen and pensioners; they support on their hands and heads a long treasure-chest, heavily padlocked and inscribed: 'Benefices - Candle ends and Cheese Parings.' On the right and left of this sit jauntily two corpulent parsons, hands on hips. Between them, a hand on the head of each, stands, full-face, a stout and grinning bishop, with inflated lawn sleeves. His mitre forms the apex of the monstrous pyramid. Chatham sits in an arm-chair attended by doctors; he wears a night-cap, and over his uniform and boots a patterned dressing-gown and holds a copy of 'The Times' in his right hand. He looks up at a hideous doctor (left), who feels his pulse, holding a watch. The doctor says: "Your Pulse is going with uncommon Expedition indeed my Lord, you have too much Blood in you. you must lose a few Ounces". Chatham: "Don't mention that word [Expedition] again Doctor, it brings an [sic] a Flushing in my face, and sets me in a palpitation". On his other side stands Sir William Curtis proffering a steaming bowl of soup on a salver; in his pocket is a 'Plan for a Jollyfication on the 25 Octr 1809'. He says: "You'll find my Soup, is the best thing in the world for palpitations, it always cures me speedily and soon. I hope you'll be well enough to come to our Jollyfication on the 25th. On the extreme right stands a stout John Bull, a 'cit' holding his hat; he looks across at the doctor on the left, saying contemptuously, "Pho Pho! Doctor your wrong! its only a Flushing in the face. for D-----e if I think he has a bit of Blood in him". Behind Chatham is a 'Camp Convenience' or travelling commode under which lie his cocked hat and sword; on it is a book of 'Military Tactics'. On the wall is a 'Map of Walch[eren]', showing 'Flush[ing]' and one of 'Quiberon Bay', both partly obscured by steam from Curtis's soup. On the ground are two books: 'Jack the Giant Killer' and 'The Seven Sleepers'. The doctor's cocked hat, gloves, gold-headed cane, and a large volume, 'Pharma-copiæ' are on a chair (left), behind which are a small writing-table and curtained bed. After the title: 'In one thing only, thats the Fee, Doctors you'll find will er'e agree'.

"Pitt sits astride a huge pile of bundles strapped to the back of a bull (John Bull); he is about to enter a high archway inscribed 'Trea[sury]'. His pose and expression combine jauntiness with dignity. His head is in profile to the right, his right hand on his hip, he wears a large bag to his wig, and while pressing his hat under his left arm holds the (slack) reins of the bull; his long thin leg hangs considerably above the bull's back, owing to the height of the bundles. The sturdy bull, though with downcast head and closed eyes, is not weighed down with his burden. Dundas (right), in Highland dress, marches grinning in front of the bull, playing the bagpipes which are inscribed 'Union Pipes' and have a transparent bag filled with coins. The bull's burden consists of ten superimposed bundles, inscribed with figures relating to the Loyalty Loan. Some of these are '50 000!, 30 000!, East India Company 2 000 000!!!, Duke of Queensbury 100-000!, 100 000!, Pit[t] D. dass 10000 [partly obscured by Pitt's foot], 50000, Duke of Bridgewater 100 000!, Corporation of London 100 000!' Behind the bull and on the extreme left are crowded together four British Jacobins, much caricatured, wearing bonnets-rouges and looking up at Pitt with anger and dismay. An oversized John Bull with a carbuncled-faced sits at a round table across from a very young looking William Betty and his father, both handsome and not caricatured. John Bull toasts the two, full wine glass in hand: "Youngster, heres to you I'm glad to see you in town. Old Master Roscius your health, and may you get such another boy every New Year's Day for the benifit [sic] of the English stage." Behind them pinned to the wall are two prints: the one a profile portrait of Mrs. Siddons, hangs from one corner only, and the other a portrait of J.P. Kemble. The three ostrich feathers on the back of Master Betty's chair may indicate the patronage of the Prince of Wales

A preparatory sketch for an unpublished caricature illustrating a scene in a large Georgian kitchen. In front of the open hearth a bull is roasting on a spit as a large-bottomed man (Grenville) sits beside it basting the meat. The dish beneath it is inscribed 'Broad bottom dripping pan'. Other dishes around the room are labeled as are the pools of fat in the dripping pan; some legible notes include plum pudding and mock turtle

"Perceval, in back view, and in barrister's wig and gown, holds a magic lantern by which he displays the Pope in the guise of a ragged beggar, for the benefit of John Bull and the King. George III is seated on the throne and looks at the screen through a telescope held by Eldon, inscribed 'Ill-done's Patent Magnifying Papascope'. The King, much alarmed at what he sees, clutches the mace which Eldon holds, with the Purse of the Great Seal attached to it. Beside the King (right) stand a bishop in back view, and a man wearing academic cap and gown. Perceval' s lantern is inscribed 'Percev[al] Humbu[g]'. Canning stands in front of it; Castlereagh beside it, both pointing at John Bull, a yokel in a smock, who has fallen to the ground in terror at the lantern-display, guineas falling from his pocket. The figure on the screen is an old man with patched robes, two keys hanging from a girdle, a sack of 'Bulls' on his back. In place of his triple crown he wears three hats like a Jewish old clothes' man, and for a crosier he has a branching stick. Close to the screen and with his back to it, Portland sits on a block of stone (cf. British Museum Satires No. 10718), talking to Hawkesbury. On the stone is drawn a wig on a block with the inscription 'Retrospective View of Portland' [i.e. as a former Whig]. In the shadow, between and behind Canning and Castlereagh, stands Melville in Highland dress; on his sporran: 'Ex Privy' [Counsellor]. Three other figures are not characterized. In the foreground a dog, its collar inscribed 'John Bull', is biting the 'Union Bill 1800', where it is headed by an Irish harp; a fragment, with the Royal Arms, has been torn off. The dog befouls a 'Catholic Petition'.
