On the left, in profile, is the Duke of Portland, with vague expression, "Supposed to be the head of a Patrician ... that never contained much brain ..." In the middle, full face, with angrily drawn brows, is Fox, "... turbulent and factious Tribune of great abilities which he exerted occasionally for and against Government ..." To the right, in profile, is a complacent looking Lord North, "... a Tribune of Patrician ancestors ..." who "... had the Art to impose himself upon the People for an honest disinterested man ..."

In an outdoor setting, a bare-chested Lord Thurlow, his judge's wig at his feet, faces a bare-chested Charles Fox in a boxing match over the proposed regulation of the fees of the Exchequer Officers. Rigby's, proposition to exempt him from this new regulation was opposed in Parliament by Fox. The contenders'seconds are Rigby for Thurlow and Sheridan for Fox
