"Napoleon's flaming nest is the terrestrial globe, resting on sheaves of bayoneted muskets laid on a flat-topped pinnacle inscribed 'Pyrenean Mountains'. Clouds and crags frame the design. The phoenix, with flaming wings, has the head of Napoleon, turned in profile to the left. He is terror-stricken; his blazing crown flies upwards from his head; his predatory claws are raised in horror; from one his sceptre falls, from the other the orb. He wears a high military collar; round his neck is a tricolour'Cordon d'Honor' fringed with daggers. On the globe is a map of countries surrounding the Mediterranean, the central spot being 'Corsica'. The burning countries are 'Portugal', 'Spain', 'France', 'Sicily' [south of Corsica], 'Germany', 'Italy', 'Turkey'. At the base of the globe is the north of 'Africa' with 'Morocco' and 'Algiers' [in flames]. Above the flames by which Napoleon is surrounded are heavy clouds; from above these emerges a dove holding an olive branch, its wings inscribed 'Peace on Earth'. He looks aggressively towards the other, a younger man who bends his knees, arms extended, and grins at his rival. "Two sailors, Hawkesbury and Castlereagh, seated side by side, row a small ship's boat or dinghy, 'the Billy Pitt', towing the ships of the Danish fleet. Canning, in the stern, holds the ropes attached to the ships. He looks alert and roguish, the others are grave. They are going through rough water caused by 'Leviathan' (l.), a porpoise-like monster with three heads and a forked tail. The heads spout water at the boat, particularly at Canning. They are (r. to left.) Grenville, who spouts "Opposition Clamour"; Howick (whom Canning had replaced as Foreign Secretary), spouting "Detraction"; and St. Vincent, spouting "Envy". The boat nears the shore, indicated by a rock projecting into the sea (r.); on this is an anchor leaning against a pile of cannon-balls stacked against the wall of a small thatched inn. On the stock of the anchor sits John Bull, a stout countryman, holding a frothing tankard, and waving his hat. He shouts "Rule Britannia! - Britannia Rules the Waves!!" On the inn is a placard: 'Sheerness Harbour'; it has a sign hanging over the water: a profile bust portrait of George III: 'The Good Old Royal George'. Above it waves the Union Jack. On the horizon countries of Europe are indicated by low-lying coastlines backed by tiny buildings, all on fire, the flames and smoke covering the sky. These are, l. to r.: 'Poland', 'Russia', 'Germany', 'Prussia', 'Italy', 'Holland'. In the smoke Napoleon capers in impotent rage, sword in hand, his feathered bicorne flying upwards from his head. In his dismay he drops a paper: 'Projet pour Sub-juger [sic] la Mer' [cf. BMSat 10599, &c.]. On the extreme left., behind the Danish ships and isolated from Poland, is Copenhagen, its buildings on a larger scale, with a fortress flying a British flag. "Fantastic insects (l.), with human heads assail a hive (r.) standing on a low and very solid wooden stand, the 'Treasury-Bench'; ministerial bees emerge to defend it. The apex of the hive is a royal crown from which sprout ears of straw. In the upper left. corner is the grotesque body of Sidmouth terminating in a clyster-pipe inscribed 'Clysteria Ministeria'; the wings are bottles inscribed 'Emetic' and 'Cathartic' [cf. BMSat 9849]. Above him flies the head of (?) Fitzpatrick between wings inscribed 'Hedge Lane' and 'Chick-lane' (London slums and resorts of prostitutes). An adjacent aquiline profile resembles George Hanger. Below, and to the right., is Lauderdale, his wings patterned with tartan. Above (r.) is Erskine, in barrister's wig and bands, both wings inscribed 'Protest'. Next (r.), Moira is supported on ostrich-feather wings, indicating the Prince of Wales (see, e.g., BMSat 10253). Immediately below him is Grattan, with a barbed tail, his wings inscribed 'Irish Emancipation' [cf. BMSat 10404]. "Melville, protected by Justice, stands on the 'Rock of Innocence' (l.) firing two cannon at a man-of-war, 'The Impeachment', which has already foundered on the 'Rocks of Honor and Justice'. In the foreground (l.) a bear, Whitbread (not Fox as Wright and Evans say), stands despairingly in his boat which is about to be swamped. It is in the form of a shallow tub (a brewing utensil), and is 'The Vanity-Cooler'. A pennant, 'Vanity', streams from the mast. The tattered sail is formed of papers patched together and inscribed 'Ist Report' ['. . . 2nd', '3d', &c] to '10th Report'. Whitbread's broken oar, inscribed 'Popular Clamour', falls from his paw. The boat will founder despite the efforts of three winds to fill the sail and take it into calmer water. These are heads with butterfly wings (l.) and are (l. to r.) Stanhope, Wilberforce, and Derby. Melville, in profile to the right., a stalwart figure in Highland dress with thistles in his feathered bonnet, holds a flaming torch in each hand, one 'Truth', the other 'Reason', and puts them to the touch-holes of two cannon, 'Adam' and 'Plomer'. He is lit by rays which descend from behind a swirling cloud, taking the form of wings, from which two arms emerge: in the r. hand is a pair of scales inscribed 'Impartiality'; a paper inscribed 'Integrity' outweighs 'Defamation'; on the left arm is a shield inscribed 'Justice' which is held over Melville. The blasts from the cannon are striking the battered ship; she heels over, still flying a tattered tricolour flag of 'Faction' [repeated thrice]. Two of the crew are in the water: Sidmouth, in the foreground (r.), clings to a 'Broad-Bottomd Goose-Coop' [cf. BMSat 10530], from which three cackling geese thrust their heads; it has a (tricolour) label inscribed (?) 'C. J Fox [scored through] Downing . . . [Street]'.
