He wears a skull-cap decorated with little rosettes, with a frogged and braided overcoat (shorter than was fashionable) with deep fur cuffs and collar; flat (scarlet) slippers and clocked stockings. "A provincial Assembly Room. A musicians' gallery (right) is above a recess which is the entrance from the street. In this a young woman changes pattens for dancing-shoes, supporting herself on the arm of a stout woman with a pin-cushion slung from her arm. A lighted lantern stands on the floor. In the foreground a couple advances from this entry, meeting a younger pair. In the background against the wall couples are dancing, facing each other, the man holding his partner's wrist. An absurd couple on a settee (left) flirt, the lady holding a tumbler, the man fanning her. Behind, two men delightedly inspect a paper headed 'Election 1812'. On the wall is a bill: 'Sir Toby Spendall returns his most grateful thanks to the worthy Freemen for thier kind support during the late Election.' From the pocket of an elderly man near the door hang two papers: 'State of the Pole' and 'To the Worthy Freemen'. In the foreground (right) a pair of half-boots, a cane, and a hat lie together. Two newly arrived Frenchmen meet on the pavement outside the door of the White Bear (Piccadilly). Their speech and appearance amuse two girls who have just passed (left), and a stable-boy and coachman (right) and the fact that a dog is urinating on the boot of the tall man on the left who is unaware of this action. They wear supposedly English dress: breeches and boots, top-hats with small high crowns, reversing the shape of the prevailing bell-shaped topper (cf. BM Satires 14438). One (right) wears a multi-caped coat (carrick, see BM Satires 12375) and carries its skirts looped over his arm; against his shoulder he holds a huge (furled) umbrella. Their words are below the title: "Gode a Morning Sare, did it rain tow Marrow?--"Yase it vas"--. Above the door is a carved polar bear. In the window (left) above a green blind appear a tureen, bottle, &c.; placards hang against the panes offering Hashed Tongue, Soup Meagre, Hotch Potch, and Mock [Turtle].
