"A foppish parson, directed to the left, wearing a voluminous surplice over a high 'dandy' (cf. British Museum Satires No. 13029) collar, with bands, and displaying elegant be-ringed hands, preaches from a pulpit, the upper part only of which is depicted. In his eye is stuck a monocle with short handle and cord.
