"Design in an oval. Dr. Johnson, the head in profile to the right, with an owl's body and ass's ears, stands on two books, the lower his 'Dictionary', the upper his 'Lives of the Poets'. The busts of poets stand on brackets (right) above Johnson's head, each is irradiated with a star-shaped halo. They are "Pope", "Milton", a third head wearing a laurel wreath, the inscription concealed by Johnson's head; a fourth halo (left) is visible. These are "the stars" at which Johnson is blinking, but, though screwing up his eyes short-sightedly, he is not looking at them. The back wall, at right angles to the wall on which the busts are placed, is covered with bookshelves, in which folio volumes lean against one another. "Napoleon (right) stands between two Russians; one (left) he strikes on the chin with his fist, saying, "There Sir take that, and tel your Master, I'll thras every one who dares to speak to me I'll thrash all the World D -me I'll, I'll I,'ll be King of the Universe." The injured Russian stares, saying, "Why this is club Law; this is the Argument of force indeed the little Gentleman is Dêrangé." Behind Napoleon (right) an officer in fur cloak and hussar's cap watches with indignation, saying, "The Monarch I represent, will return this insult with becoming dignity." On the left John Bull, jovial and grossly fat, and wearing top-boots, puts his arm across the shoulders of a pugilist, and points to Napoleon, saying, "There my Boy is an Ambassador who will treat with you in your own way, but I say be as gentle with him as you can." The good-looking brawny pugilist, who is stripped to the waist, clenches his fists, saying, "what! is it that little Whipper snapper I am to set too with why I think the first round will settle his hash." "Pitt (right) stands stiffly in profile to the left, holding open a large sack-like wallet inscribed 'Requisition Budget'. He addresses John Bull, the central figure, a stout yokel, who holds out his breeches in his left hand to Pitt, while he touches his hat. The budget and the breeches pockets are full of guineas. Pitt says: "More Money, John! - more Money! to defend you from the Bloody, the Cannibal French - They're a coming! - why they'll Strip you to the very Skin - more Money. John! - They're a coming - They're a coming." Dundas, Grenville, and Burke kneel on the right, bending towards the 'Budget', each with his left hand in an opening in a vertical seam, eagerly grabbing guineas. Behind them is the stone archway of the 'Treasury', with its high spiked gate. Dundas, the most prominent, wears Highland dress and holds a Scots cap full of coins. Grenville wears a peer's robe; Burke is behind. They echo Pitt: Dundas says "Ay! Ay! They're a coming! They're a coming!" Grenville: "Yes! Yes, They're a coming." Burke: "Ay They're a coming." "A stage-coach drives (right to left) through water; the four horses have human heads. A signpost on the extreme right points 'To the Slough of Despond'. The driver is Burke; he lashes the horses furiously. On the box under his legs are the (broken) scales and sword of Justice and a laurel wreath. Fox sits on the roof as the guard, holding a blunderbuss. He and Burke watch with alarm the horses who are advancing into deeper water. The heads of the horses are in profile; Derby is the off leader, Sheridan the near wheeler. The near leader may be Windham. The heads of four passengers (members of the Opposition), with anxious or despairing expressions, are visible through the window. The middle of the three facing the horses resembles Portland, the man on his right Stormont. The man on his left is Francis (as in BMSat 7330). Their 'vis-à-vis' may be Lord Carlisle. On the side of the coach, which is 'Licens'd by Act of Parliament', is a crest: a bull (for John Bull) with the motto 'Pro Bono Publico'. The basket at the back is filled with documents inscribed 'Bill of Rights', 'Magna Charta', 'Impeachment of W. Hastings'. Beneath the design is etched: 'O Liberty! O Virtue! O my Country!'
