He wears a high cocked hat with cockade and plume; his sword-belt is buckled over his sash, which girds a heavy paunch. In his right hand is a cane. He is Lt.-General Richard England of Lifford, co. Clare, Colonel of the 5th Foot and Lt.-Governor of Plymouth, father of Sir Richard England (b. 1793).
