- The ninth drawing in a series of twelve that follow a tradition of producing a series on modern morals, a tradition established earlier in the 18th century by artists such as William Hogarth. In this series, twin brothers are bestowed an equal fortune. One brother, Edward, husbands his wealth and on his death, passes on his fortune; whilst the other brother, Charles, squanders his, leaving his family destitute and In this ninth drawing, Edward is seated in a sedan chair covered in laurel leaves as he is carried in triumph down a city street by cheering crowds of happy citizens, one whom carries a flag with the words "Library & Free Election".

- John Bull stands defiantly in the center of a crowd of angry men -- military officers, gentlemen of various ages, tradesmen, and an amputee -- most of whom hold out bills ranging between £50 and £5000; the speech bubbles above their heads read: "King's taxes"; "Police rate"; "Parish rates"; "Excise duties"; "Tithes church rates pew rents & Easter doos [sic]"; "Sundres &c." John Bull's response reads, "Damme ye had better devour me., ye voratious crew. Am I never to have my hands out of my pocket again, but 't wont last long lads. - "A struggling crowd, partly within and partly without the pit door, a spiked gateway, of Drury Lane Theatre. Men, respectably dressed but of plebeian appearance, stand in the foreground on the outskirts of the crowd or fight their way in, some with sticks. There are a few women; one who has fainted but is in an erect position owing to the crowd, is being revived with smelling-salts. A man is vomiting. In the foreground two lady's hats, the ribbons partly torn off, lie on the ground with shoes and the broken fragments of a shoe-buckle. In the background two ladies and a man are passing through a narrow door into the theatre itself; through the doorway is seen a section of an upper gallery and boxes below it, both crowded.
