"A lumbering wagon drawn (l. to r.) by eight asses is stuck fast, up to the axles in water; the asses strain hard to drag it up a steep slope to dry land. Its dilapidated tilt is much patched and is labelled 'British State Waggon 1804'. The wagoner, Addington (r.), kneels on an adjacent bank, and shouts to a fat and jovial John Bull, dressed as a volunteer, who stands on the opposite bank of the deeply sunken lane, his bulldog beside him. Addington wears a smock, but his powdered hair is in a black bag. He holds his long whip and his hat in his right. hand, and extends his left. arm, shouting, " - help, Johnny Bull! - help! - my Waggon's stuck fast in the Slough! - help! help." John, who holds his bayoneted musket, looks down at Addington, pointing behind him with outflung r. arm at thirteen horses with human heads above and behind him on rising ground. He answers: " - stuck fast in the Slough! - ay to be sure! - why dost'nt put better Cattle to thy Wain? - look at them there Horses doing o' nothing at all! - what ether they matches in Colour, if they do but drag the Waggon out o' the Mud! - don't ye see how the very thoughts o' being put into Harness makes 'em all love and nubble one another?" On the extreme left., and rather behind the others, Lord Spencer (or Carlisle) rubs noses with Carlisle (or Lauderdale), Erskine (in wig and bands) with Wilberforce. In front of this group the bulky Lansdowne (or Norfolk) lies on the ground, asleep, his back to the others. Next, Grey turns his head towards the haughty Buckingham, who wears spectacles and a Garter ribbon. Their backs are turned to the main group of four: Fox, with a foreleg placed on Grenville's shoulder looks up affectionately at the latter, who responds with a complacent smile. Pitt watches the pair with haughty benignity; Canning, behind, watches them intently. On the extreme right. Sheridan (a plump piebald), scowling fiercely, kicks up his heels at Windham, who retorts with a blast of excrement, his head turned towards Fox and Grenville. In the foreground (l.) is the stage-wagon (the slowest form of transit), drawn by its eight undifferentiated asses. The tilt is open at the back, showing it crammed with bundles, &c. The centre-piece is a bulging sack: 'Budget for 1804', from which project papers inscribed 'Taxes'. A treasure-chest is inscribed 'Treasury'; coins pour from a hole in its side. It is flanked by two bundles: 'Secret Service Money' and 'Family Pickings'. A bundle of 'Pensions' consists of bulky papers inscribed 'Sinecure'. Large volumes tied together are 'New Acts of Parliament'. Other papers are 'Defence against Invasion'; 'State of Ireland'; 'East Indies'. Fox as the Devil (left) grasps the thin and terrified Pitt round the waist, pointing with his left arm to a serried rank of French soldiers, landed from the boats of French men-of-war and marching up the steep coast. He is a grotesque hairy creature, short and heavy, with webbed wings attached to his ragged coat, a barbed tail and talons, and wearing a bonnet-rouge. He says, turning a glaring eye-ball on Pitt: "Ha! Traitor! - there's the French landed in Wales! what d'ye think of that, Traitor?" [2] 'Billy, sending the Devil packing'. Pitt kneels on one knee in profile to the right, holding up a paper: 'Gazette Defeat of the Spanish Fleet; by Sir John Jarvis.' "Sheridan, as Punch, grotesquely caricatured, stands on a platform, above the heads of a cheering crowd, blowing soap-bubbles. Clusters of soap-suds fall from the pipe, and from it rises an oval containing a figure of Young Roscius, in Highland dress as Douglas in Home's play. The boy, breathing fire, holds out a coral and bells, striding arrogantly over decollated heads inscribed 'Exit Garrick - Kemble - Cooke'. Other actors, freely indicated, stagger back from the young conqueror, over whose head are the words 'Veni. Vidi Vici.' Sheridan's pipe is irradiated against a dark sky. From the pipe, and a source of some of the rays, project little trumpets with banners inscribed respectively: 'Times', 'Morning Chronicle', 'True Briton', 'Sunday Observer', 'Herald'. On the table is a barber's bowl, filled cubbies issuing from a pipe; the largest is inscribed 'Forty Thieves'; under the bowl is a paper: 'Materials for bran-New Pantomimes for Johnny Bull's Amusement'. Beside the bowl is a bottle labelled 'To be repeated the first opportunity', in whose neck is a funnel inscribed 'Bottle Conjurer', which is filled by a little fat man who grasps his paunch. The back of the stage is bordered by a curtain from which project over the table a sign and a banner. "The triumphal procession (l. to r.) of a hideous negress symbolizing Quassia, a drug obtained from the Quassia tree, which is supposed to have supplanted hops in brewing. She sits astride a drayman's pole (as in BMSat 10580, &c), from which is suspended horizontally a cask inscribed 'True Quassia Free from Taxation'; the pole is supported on the shoulders of two brewers, Whitbread (r.), and Combe (l.). She holds up in one hand a branch of the noxious tree, with a (tricolour) scroll: 'Kill-Devil [rum] for ever', and in the other a frothing tankard inscribed 'Quos-sia'. This is irradiated, the rays being inscribed 'Apoplexy', 'Palsy', 'Consumption', 'Debility', 'Colic', 'Stupor', 'Dropsy', 'Scurvy', 'Dysentery', 'Hæmorrhoids', 'Hydrophobia', 'Idiotism'. A third brewer, the very corpulent George Barclay, follows on the extreme left., waving his hat. He holds up a (tricolour) standard: 'Pro bono Publico - Quassia for Ever, - No Hops! no Malt! On the horse is a pannier with a (tricolour) label: 'Grains from the Quassia Breweries for the New Piggery' [cf. BMSat 10540]; this, like the riders' pockets, is overflowing with guineas. From Petty's hat fall two bundles of papers: 'Tax upon Private Brewer[ies]' and 'Tax upon Maid-Servants'. Whitbread, who looks round at the spectator, has a favour in his hat larger than the others and having the additional inscription. 'No Private Breweries - Impeachment of Malt & Hops! "Fox stands on a dais at the head of a rough table, the seat from which he has risen is magnificent, above it is the inscription 'Vive la Libertè' surmounted by a bonnet-rouge. He is held up (left) by Combe, the Lord Mayor, a pompous figure in gown and chain, and (right) by Erskine. The former holds a 'Petition to ye Throne; - or a new way to Combe the Ministers Wig'; the latter grasps a bottle of 'Brand[y]'. Fox is melancholy, and his swollen legs cannot support unaided his vast bulk. Before him is a frothing pot of 'Whitbread's Entire' (cf. BMSat 8638). Only the guests on Fox's right and left are visible; they are Grey (or perhaps Byng), [Incorrectly identified in Wright and Evans as Sir J. Sinclair. Identifications of Grey by Lord Holland appear conclusive, but he is identified in 'London und Paris' as Byng, M.P. for Middlesex, and he resembles the Byng of BMSat 8782.] turning to watch his chief, and Tierney, looking gloomily before him. Behind Tierney are the heads of a butcher, with marrow-bone and cleaver, and a chimney-sweep with brush and shovel. All listen intently to Fox, who says: "Gentlemen, you see I'm grown quite an Old Man in your Service! "Another version, reversed, of BMSat 8132. Paine (right) lies as before, but his legs and feet, which were hidden by straw and by cloud, project from under his coat, and the crisping of his toes indicates agitation caused by his dream. The three headless judges (left) with dependent scrolls are as before, with the addition of a cloud-shaped scroll ascending from the central wig, inscribed: 'Know Villain, when such paltry slaves presume To mix in Treason, if the Plot succeeds They're thrown neglected by - but if it fails Theyre sure to die like dogs! as you shall do.' In place of the prison wall is a glory of rays issuing from a sun in the centre of which are the scales of Justice. This is surmounted by shackles and by a scroll inscribed "The Scourge inexorable, and the tort'ring hour, awaits thee". Beneath are, as before, a gibbet (with the addition of a ladder) and a pillory. Between them are a scourge and birch-rod tied together. The inscriptions on the three scrolls are as before except that in 'Charges' 'Falshoods' takes the place of 'Lies', and to 'Punishments' is added 'Extinction from Society'. The inscriptions on Paine's book, &c, are as before except that the alternative title of 'Common Sense is or convincing Reasons for Britons turning Sans Culottes.' The fleurs-de-lis on the tattered curtain are larger and more conspicuous. Above the bed, in place of the crumbling wall, is an open casement window out of which flies a terrified demon with his tail between his legs; he holds a fiddle, but drops his bow and a sheet of music inscribed 'Ca-ira'.
