"Gloomy and agitated Ministers stand round Eldon who sits glumly on a sack (the Green Bag as in British Museum Satires No. 13954), from which issues a puff of smoke. Wellington and Liverpool are conspicuous, with Sidmouth (with his clyster-pipe) and Castlereagh; two others are poorly characterized.
