"An allegorical design. Britannia, holding her shield and a cap of Liberty on a staff, rushes (right to left) with a calm expression to the edge of a cliff, urged on by Wellington and five other Ministers (scarcely characterized). On her right a man snatches the drapery from a small cloud-borne figure of Fortune with her wheel, who is directed towards an oval portrait of Queen Caroline supported by an angel. Fame holds a laurel wreath above the portrait. Below the cliff or rock from which Britannia steps so heedlessly is a patch of ground surrounded by sea. On this stands Burdett, holding out a scroll inscribed 'Magna Char[ta] Liberty of Napoleon' and holding out his left arm to prevent Britannia from falling. Justice stands behind him, holding evenly balanced scales. Four other men stand close behind him, one holding out a scroll inscribed 'Reform', and supporting the arm which holds the scales. A man in shirt-sleeves kneels at Burdett's feet, making a gesture of urgent entreaty. On a rock (right), symbolizing St. Helena but merging with Britannia's cliff, sits a spotted, sub-human Caliban-like creature, who holds a small image of Napoleon, which he is about to cover with an extinguisher. At the base of the rock, but in the background, are two tiny officers in military uniform, seated together at the edge of the sea, directed to the right. In the foreground (left) sits a woman (? France) in classical draperies, holding a sceptre, with a (? Bourbon) crown falling from her head, and with a second (? imperial) crown in her lap. She gazes towards St. Helena. A burlesque of the trial of O'Connor at Maidstone (22 May), parts of the court being hidden by the large labels which issue from the mouths of prisoner and witnesses. The presiding judge (Buller) looks down with horror at the witnesses, the other judges are hidden. O'Connor (not caricatured), wearing leg-irons, stands at the bar; his hands are clasped, and he bends forward in profile to the left, making a confession which, though condensed, does not differ substantially from that made by him, McNevin, and Emmet, and published in the Report of the Secret Committee made to the Irish House of Commons on 21 Aug. ('Lond. Chron.', 27 Aug.), ... 'I confess, that I became an United Irishman in 1796 & a Member of the National Executive, from 1796, to 1798. I knew the offer of French assistance was accepted at a meeting of the Executive in Summer 1796: I accompanied the Agent of the Executive (the late Lord Edward Fitzgerald) ...had an interview with General Hoche (who afterwards had the command of the expedition against Ireland) on which occasion every thing was settled between the parties with a view to the descent. ... "Justice stands on a small rocky plateau surrounded by waves. She holds up a pair of scales; on one scale (left) stands the Queen, noble and dignified, in royal robes, the crown at her feet. She far outweighs the other scale, on which is a huge green bag: 'Ev[ide]nce a[gainst] [t]he [Que]en'; Castlereagh, Sidmouth, and Canning stand round it, with a serpent as pendant to the crown. The Queen holds out a scroll headed 'Righ[t] ... of ... Queen' and an open book: 'Liturgy'. Castlereagh holds out to her a scroll headed '50,000 pr An'; he says: "Another Bag (now almost ready) Will make the Balance firm & steady, And certain other pond'rous stuff Will make the Lady light enough." Sidmouth flourishes a clyster-pipe (cf. British Museum Satires No. 9849). Canning stands behind the Bag on the extreme right; he says: "I wish to God that I was out Of this infernal mounting Scale, For plainly I percieve a rout, And that the Lady must prevail." The Queen: "Vipers Go! I can't endure you, You wrong me I assure you, Yet still I spurn the wrong, and view, With calmness all your Bag can do."
