Eldon, in his Chancellor's wig and gown and holding the Purse of the Great Seal, is the centre of a close group; he says: "Dont knock it here we have not power to Strike it". Perceval, in back view, wears his Chancellor of the Exchequer's gown and holds a document inscribed 'Majority'; he says: "Curse the thing I wish I had never Seen it away with it". A second judge whose head is partly visible behind Eldon is probably Ellenborough. On the right is Gibbs, holding a paper inscribed 'Attorn[ey Gen]eral'. "A large green bag with broken seals, inscribed 'Private Property', stands on the ground filled with large ornate pieces of plate, decorated with crowns and the initials 'C.P.W.' This Ministers are rifling; Eldon places on his head a huge bowl, saying: "This Bowl will be an "heir loom" to my descendants--I have it Scot free and I shall have it inscribed with my Titles and emblazon'd with my Arms--" Canning holds on his head a tea-service, saying, "So help me G-- I should not touch an Iota of the Plate, was I not determined to prevent it falling into the hands of Such Rascals." Castlereagh, smiling, helps himself to an urn, saying: "This Urn will be an addition to my Side Board when I get a Dukedome--Our Master has desired us to divide the Contents of this Green bag--I obey orders--." "Two sailors, Hawkesbury and Castlereagh, seated side by side, row a small ship's boat or dinghy, 'the Billy Pitt', towing the ships of the Danish fleet. Canning, in the stern, holds the ropes attached to the ships. He looks alert and roguish, the others are grave. They are going through rough water caused by 'Leviathan' (l.), a porpoise-like monster with three heads and a forked tail. The heads spout water at the boat, particularly at Canning. They are (r. to left.) Grenville, who spouts "Opposition Clamour"; Howick (whom Canning had replaced as Foreign Secretary), spouting "Detraction"; and St. Vincent, spouting "Envy". The boat nears the shore, indicated by a rock projecting into the sea (r.); on this is an anchor leaning against a pile of cannon-balls stacked against the wall of a small thatched inn. On the stock of the anchor sits John Bull, a stout countryman, holding a frothing tankard, and waving his hat. He shouts "Rule Britannia! - Britannia Rules the Waves!!" On the inn is a placard: 'Sheerness Harbour'; it has a sign hanging over the water: a profile bust portrait of George III: 'The Good Old Royal George'. Above it waves the Union Jack. On the horizon countries of Europe are indicated by low-lying coastlines backed by tiny buildings, all on fire, the flames and smoke covering the sky. These are, l. to r.: 'Poland', 'Russia', 'Germany', 'Prussia', 'Italy', 'Holland'. In the smoke Napoleon capers in impotent rage, sword in hand, his feathered bicorne flying upwards from his head. "John Bull crouches on hands and knees on a flat-topped rock: 'Rock of Broad-Bottom'd Security' [cf. BMSats 10530]. On his back is an enormous money-bag: 'The Sinking-Fund - i.e - Taxations of 42 Millions pr Annum'. Petty stands astride on the guineas in the gaping mouth of the bag, shovelling a cascade of coins to greedy ministerialists who stand below, outside the stone gateway of the 'Treasury', whose wall is on the left John, a yokel, out-at-elbows, looks up to say mournfully: " - Toss away! Toss away! my good Boy! toss away!!! - oh how kind it is, to ease me of this Terrible Load!" Petty, looking down, answers: "Patience, Johnny! - ar'nt I tossing-away as fast as I can? ar'nt I reducing of your Taxes to sh/17 & 6d in the Pound? - why you ought to think yourself quite comfortable & Easy, Johnny!" Those nearest the rock are Windham and the fat Lord Temple, with his back to it, catching the coins that overflow from a great heap in the peer's robe which his uncle, Grenville, holds up. Between Grenville and Windham the Marquis of Buckingham has a brimming hat-full. Behind Buckingham' Howick holds up a large hat high above his head. Sidmouth, bending obsequiously, catches some of the overflow from Grenville's store; between him and Temple, a dog, its collar inscribed 'Vansit[tart]' gapes for the small droppings from his master's receptacle (he was Secretary of the Treasury). Behind Grenville, Ellenborough receives a heavy shower on his head. Sheridan, as Harlequin (cf. BMSat 9916), his wooden sword held behind his back, holds out with a servile gesture a (full) bonnet rouge shaped like a fool's cap. Behind him, Lauderdale, in Highland dress, holds out a Scots cap. Towering above Sheridan, Moira holds up an enormous cocked hat, trimmed with the Prince's feathers, and receives, after Grenville, the largest harvest of coin. In his right. hand are papers: 'Price of Stocks'. Between him and Ellenborough, the Duke of Clarence holds up a chamber-pot, inscribed 'Royal Jordan' [see BMSat 7909, &c.]. Behind him is the head of the Duke of York. Erskine, on the left, holds out the Purse of the Great Seal. Next him are Spencer, holding up a cocked hat, and Norfolk, holding up a punch-bowl, inscribed 'Majesty of the People', the toast given by him, which, inter alia, led to his rightemoval from the Privy Council (see BMSat 9168, &c). "A 'conjuror' or magician displays to John Bull on a screen four scenes, one below the other, representing the expedition to Flushing. He wears a conical hat with a wide fur brim, and his magician's robe resembles that of the Chancellor of the Exchequer, indicating Perceval; he holds a long staff or wand topped by a little head, that of Portland, grinning; it is labelled The Old One. John stoops to look through a telescope inscribed Patent directed at the screen, the vision on which is projected by a small dark-lantern held by Perceval. John is a yokel in a smock; beside him lies his cudgel inscribed Oak. He is highly delighted at what he sees, namely: [1] a fleet leaving England, tiny figures being indicated on the shore. [2] Ships bombarding and soldiers attacking a fortified town which is on fire. [3] The garrison of the town surrendering to British officers, with grenadiers drawn up at attention. A French officer holds out the keys of the town to Chatham, one of whose staff is in Highland uniform. Two tricolour flags are being laid down by fat Dutchmen in French uniforms. [4] British troops being landed from a man-of-war; wounded soldiers are being carried up the beach. John says: Zookers Measter Shewman that be a main foine sight sure enough, that will fright the Mounseers however Aye Aye they be at it. I think I can smell the Gonpowder, by Goles if they ha'nt done the Job! there's Mounseer and Mynheer on their Marrow-bones! but Dang it what have we got at the bottom here I be quite. Perceval interrupts: Stop! Stop! Mr Bull if you have got to the bottom of it I'll turn the Instrument for that part wont bear Magnyfieing. Canning (?), poorly characterized, as is Perceval, kneels (left), raising John's smock to take a money-bag from his pocket. He says: With your leave Johnny I'll take a little more money for the next shew of the Jubilee [see No. 11381]. A demon looks out from behind the curtain on which the 'Phantasmagoria' is projected; he laughs: He, He. The room is that of a quack, cf. No. 9611. A large crocodile is suspended from the roof, draped with a tricolour flag and labelled Caug [sic] in the Nile by Nelson [cf. No. 9250, &c.]. A bat (alive or stuffed) is also displayed. Perceval and John Bull stand within a circle surrounded by cabalistic signs and lit by a second dark-lantern which stands on the floor beside a celestial globe (left). John, who holds his bayoneted musket, looks down at Addington, pointing behind him with outflung r. arm at thirteen horses with human heads above and behind him on rising ground. "An elaborate symbolical clock has a dial on which the hands are represented by the arms of the Queen, who kneels within it. Canning stands within the smaller disk of the pendulum. The dial and pendulum hang from a curved bar supported on two uprights, one (left) representing the forces of the Army and Navy, the Crown and the Church, and the other the Radicals and their pikes. A fat and carbuncled John Bull, much larger in scale than the other figures, and wearing a huge judge's wig, sits astride the dial where it is surmounted by a crown; he holds a paper: 'Chief justice Bull--Jurisdiction--ad Infinitum'. On the bonnet rouge stand four of the Queen's supporters, one (apparently Wood) holding out to her a cap of Liberty. A small scene is inset below the dial, flanked by cornucopia and cap of Liberty. The Green Bag lies on a table, across which Castlereagh (left) and Brougham (right), both wearing boxing-gloves, are fighting, the former on the defensive. Each has a second, Brougham's is a second barrister (? Denman). Below this appear seven vertical rods to which the disk of the pendulum is attached. The centre one is 'Unhappy Medium'. On the left, held by cross-bands inscribed 'Golden Argument' and 'Valuable ties', are 'Royal Sunshine', 'Sinecure', and 'Tangible etcetrias'. On the right, held by 'Magnanimity' [tricolour], are 'Quixotism', 'Public Champion', and 'Radical Celebrity'. The corresponding figures on the right are two ragged ruffians with linked arms, each holding a spiked bludgeon and a dagger, who stand on a similar chest: 'Pandora's Box'. Flags are draped above the heads of both: the Royal Arms and Union Jack with a crown (left), and a tricolour flag and a (piratical) black flag (right). "An elaborate symbolical clock has a dial on which the hands are represented by the arms of the Queen, who kneels within it. Canning stands within the smaller disk of the pendulum. The dial and pendulum hang from a curved bar supported on two uprights, one (left) representing the forces of the Army and Navy, the Crown and the Church, and the other the Radicals and their pikes. A fat and carbuncled John Bull, much larger in scale than the other figures, and wearing a huge judge's wig, sits astride the dial where it is surmounted by a crown; he holds a paper: 'Chief justice Bull--Jurisdiction--ad Infinitum'. "John Bull stands full-face, supporting a monstrous burden; he is short in proportion to his breadth by reason of the weight which presses on him, drops fall down his face; his breeches pockets, inscribed 'Empty', hang inside out. On his shoulders sits Pitt, his slim ankles crossed under John's chin. On his back, behind Pitt and extending far beyond his shoulders, is a vast burden inscribed (left): 'Subsidies - Taxes!! Taxes - More Taxes!! More Taxes!!!!'; and right: 'Subsidies - Taxes - Debt- More Money!!' On one end (left) sits Dundas, looking to the left, in Highland dress; on the other sits a schoolboy, evidently intended for Canning. On the top of the burden stand seven men, all wearing ribbons and evidently representing placemen and pensioners; they support on their hands and heads a long treasure-chest, heavily padlocked and inscribed: 'Benefices - Candle ends and Cheese Parings.' On the right and left of this sit jauntily two corpulent parsons, hands on hips. Between them, a hand on the head of each, stands, full-face, a stout and grinning bishop, with inflated lawn sleeves. His mitre forms the apex of the monstrous pyramid.
