"A ship's boat, containing the Prince of Wales and his friends, puts off from shore. In the stern is Sheridan clenching his fist at two bearded Jews (left) who kneel in supplication for payment of their debts. Behind them stands Perdita Robinson, her hair loose, her arms outstretched, also in despair at the departure. Captain Morris stands in the stern, pushing off with a boat-hook. George Hanger turns round to threaten the two Jews with his bludgeon (cf. BMSat 6924). In front of him sits a man in legal gown and flowing wig, his face almost concealed, identified in an old hand (in BMSat 6992) as Erskine. His wig is inscribed 'Leather Bag'. The two central figures are the Prince and Fox; the Prince sits astride a cask of 'Imperial Tokey', holding up a glass and looking reflectively towards the shore; Fox stands behind him, his hands resting on the hilt of a large sword inscribed 'chop Logic'. In the bows stands Burke, bending forward, his arms outstretched as if giving a benediction; he wears a monk's robe with a mitre in place of the usual biretta (cf. BMSat 6026). At his feet sit North and Portland, wearing his coronet. Sheridan, Morris, and Fox wear armour and helmets; that of Sheridan is inscribed 'From Drury', that of Morris 'W Morris'; that of Fox is plumed, and decorated with a fox's head, a gallows, and the words 'We escape'. The Prince wears a fool's cap trimmed with his feathers. "A travesty of a half length portrait of S. Ireland: ('Hamilton pinxt S = Ireland fect.'). In both Ireland wears the dress of a Rubens picture, cf. BMSat 7020, and looks over his right shoulder, holding up folds of drapery which hang from the left shoulder. The original is young and handsome, with well-dressed hair, tied and falling on his shoulder. [The B.M. impression is dated in a contemporary hand 'Octr 1785'. Listed in Bromley's 'Catalogue', p. 390.] Gillray follows closely the pose and dress of the original, but the head is that of an older man, with a sly smile; his short curling hair recedes from his forehead. "Pitt (right) stands stiffly in profile to the left, holding open a large sack-like wallet inscribed 'Requisition Budget'. He addresses John Bull, the central figure, a stout yokel, who holds out his breeches in his left hand to Pitt, while he touches his hat. The budget and the breeches pockets are full of guineas. Pitt says: "More Money, John! - more Money! to defend you from the Bloody, the Cannibal French - They're a coming! - why they'll Strip you to the very Skin - more Money. John! - They're a coming - They're a coming." Dundas, Grenville, and Burke kneel on the right, bending towards the 'Budget', each with his left hand in an opening in a vertical seam, eagerly grabbing guineas. Behind them is the stone archway of the 'Treasury', with its high spiked gate. Dundas, the most prominent, wears Highland dress and holds a Scots cap full of coins. Grenville wears a peer's robe; Burke is behind. They echo Pitt: Dundas says "Ay! Ay! They're a coming! They're a coming!" Grenville: "Yes! Yes, They're a coming." Burke: "Ay They're a coming." "The upper part of a telegraph, not the usual screen in one plane (cf. BMSat 8837), but two screens at right angles to each other, the point of junction in the centre of the design. This is supported on a rectangular structure the upper part of which is open, with an aperture below each telegraph. From each of these Jekyll looks out in profile to the left and right, respectively. The telegraph, which is in the foreground, the lower part cut off by the lower margin of the design, overlooks from a height two views of the mouth of the Bruges Canal, flowing from an undulating landscape with a small town and distant windmills. Each Jekyll pulls strings which are attached to circular disks (for letters) in the upper part of the apparatus. On the left he looks through a rolled paper inscribed 'Morning Chronicle' over the intact sluice at the mouth of the canal, outside which are a few boats. From the disks above floats a label: "Ay, now let us see what are the fruits of this miserable Ostend Expedition! - ay, I see that the intelligence I had from Bruges, was of undoubted authority! - yes, yes, our Informations are always to be depended upon! - ay! sure enough there's the great Sluice of Sluykens, which was blown up! - the damages have all been repaired in a Week, & the Canal is now as full as at any former period! - O Lord! O Lord! - this is the way that poor John Bull's money goes!" Above each telegraph floats a tricolour flag surmounted by a bonnet-rouge; on the left the flag is inscribed 'June 20 1798', on the right it is 'June 21. 1798'. On the right Jekyll looks through a rolled paper: 'Capt Pop'em's Information from Capn Winter'. The landscape below shows a block of masonry exploding in the middle of a turbulent flood in which are carried down timbers and wrecked boats. His telegraph signals: 'Why what the devil do I see? - sounds, why here's incontestable evidence that the Sluices are all destroyed! - the Masonry all blown up! - and the Navigation of the Canal at an end! O Lord! what damages they have done!- why it can't be repaird by any effort, in less than 12 Months! - Mercy upon me, what will my Lord Malagrida say when I tell him about the business?' Monsey wears a hat and wig, the pensioner holds his hat in his right hand. The background is the north front of Chelsea Hospital showing its pediment and eastern portion. "The Tower of Babel is represented by a vast pile of bundles of documents tied by tricolour ribbon, culminating in the allegations of Mrs. Clarke against the Duke of York. It is being destroyed by the Speaker, Abbot, who swoops down upon it from a cloud with uplifted and irradiated mace, and holding up a long scroll: Justice Triumphant-- Decisions of the Rt Honble The House of Commons--Majority against the Evidence of a Prostitute--Majority against the Machinations of Republicans & Levellers--. The tower totters sideways under blasts from the mouths of Canning, Castlereagh, and (below) Perceval, who lean forward from clouds on the left of the design. Between the two clouds appears part of a curving band, on which is a sign of the Zodiac, the Scales, evenly balanced to show that they are an emblem of Justice (cf. No. 10972). The leaders of the 'Republicans' fall headlong from the tower (right) as it topples, and are also struck down by a copious stream of water from the sky inscribed Royal-Water-Spout. Mrs. Clarke receives its full impact. She is astride the shoulders of Wardle who is falling downwards from the summit. Her large muff (see No. 11225), inscribed Mrs A. Clarke's Old Conjuring Muff, To be sold to the best Bidder, flies from her hand. In her hair are the serpents of Discord. To her belt of Ingratitude is attached a bag of Plunder. Wardle wears regimentals; in his pocket is a paper: Wardle Private Reas[ons]. Just below him Lord Folkestone is falling; he drops Patriotic Harangues by Fid Fad Folkstone and a large bundle of papers inscribed Motions for Kicking up a Row in the House of Commons. In his pocket are papers: Cobbetts Hints. Just below him is Whitbread who has fallen on a (falling) ladder, breaking it in half; he sprawls across the broken fragment, struck down by one of his own barrels, inscribed Barrel of Mischief. Its frothing contents pour over his head, inscribed Quassia [see No. 10574], Cocus Indicus, Opium [see No. 10795]; the falling barrel-head is Whitbreads Entire Butt [see No. 10421]. He drops a paper: Essay upon Political Brewing without Malt or Hops, and an open book: Political Divinity by Sam Froth--The Wicked shall be caught in the work of their own Hands. The ladder which he has broken is the Broad-Bottom Ladder of Ambition [cf. No. 10530].
