- Abstract:
- The new ministry is depicted on a large carousel, erected in front of the "Crown and Royal Bob" Inn. The structure is supported by a center pole held in place by pegs labelled "Treasury," "Navy" and "Army" terminating at the top with the head of the King in the form of a wig block. Fox, with a fox's head and tail, leads the procession, holding a bag of money. Behind him, Lord North on a horse with its legs cut short, loses his wig; Burke in Jesuit's habit and on a similarly lame horse, has partially turned into a skeleton due to his economical reform; Admiral Keppel behind him is desperate to remain seated on his donkey. Lastly a Scotsman labelled "President" signifies Scottish influence over the Crown. Watching from a seat before the Inn, a complacent John Bull mouths slogans of liberty, unaware that his house is being plundered behind him.

Facing them (right) sits the Devil enthroned, holding a trident, with a three-headed scaly monster beside him; he says: "Pour in Streams of Regal Blood Then the Charm is firm & good." Burning pamphlets feed the fire under the cauldron; they are being heaped up by Horne Tooke, from whose mouth issues a label: 'H - T. Tis time tis time tis time'. The next, stirring the contents, says "Thrice! and Twice King's Heads have fallen". The third (? Dr. Towers), [Perhaps Dr. Parr; Towers died 20 May 1799.] flourishing a broom-stick, says, "Thrice the Gallic Wolves have bayed"; he holds an open book: 'Lying Whore \ False Swearing'. Behind the wizards is a procession of the Opposition. The first three (abreast) are Bedford, Norfolk, and Lord Derby. The next three are Fox, Erskine, and Tierney; they say respectively: "Where can I hide my secluded Head" ... "Ah woe is me - poor I" ... "Would I had never spoke of the Licentiousness of the Press". Behind them is Burdett, saying, "What can I report to my Friends at the Bastile" .... Behind there is an undifferentiated crowd entering the cave and headed by Thelwall holding a volume of 'Thelwalls Lectures' ... exclaiming, "Tm off to Monmouthshire". The procession is watched by a snaky monster (left). Above their heads and resting on clouds are small figures: the King, allegorically depicted, holding a serpent in each hand. Behind him are Pitt, saying, "Suspend their Bodies", (?) Grenville, (?) Windham, saying "Almighty God has been pleased to grant us a great Victory", and Kenyon, saying "Take them to the Kings Bench & Cold Bath fields" ... - In a room reminiscent of a magician's study, the King, dressed in a cloak as Friar Bacon (a necromancer of popular fable), evokes visions of the royal power while the brazen head speaks. Each vision is represented by a large medallion inscribed, "Constitution," and shows a different balance of power between the king and both houses of Parliament. On the left, Fox, Burke, and North, peek in through an open door, appearing alarmed. On the right, a number of men walk down the "back stairs." The first of them, carrying a conspirator's lantern and led by the devil, is Lord Temple.

- Charles James Fox, brandishing a whip, is depicted riding the old White Horse of Hanover into a ravine, with the words "Aut Cromwell aut nihil...", a saddle bag labelled "enjoyments" before him, and a basket behind, labelled "hopes and expectations" which contains George III's head on a pike, a crown pierced by a sword, and a torn Magna Carta. Refers to Fox's alleged sympathies with French and Spanish interests.

- "The King and Queen (left), seated under a canopy decorated with a crown and the royal arms, listen enraptured to a concert; the performers are arranged in a pyramid on the right. ... George III leans back, his hands clasped, eyes turned ecstatically upwards; he wears a laurel wreath and his head is surrounded by a star-shaped halo. The Queen sits upright with an eager expression, beating time; her hair and scraggy neck are covered with jewels (cf. BMSat 6978, &c). On the extreme left, and on the King's right, stands Pitt, very erect, a rattle in his right hand, blowing a whistle attached to a child's coral and bells. Behind the Queen are two ladies ... The royal party are on a circular carpet. On the roof of the canopy sits a demon holding up a purse in each hand, emblem of the supposed avarice of the King and Queen, a favourite subject with Gillray, cf. BMSat 7166, and see BMSat 7836, &c. - "North (left) in the guise of a badger, runs off leaving a little cave under a rock. Charles Fox as a fox (right) snarls at him, while he excretes a stream inscribed "Eloquence". The badger is identified as North by a ribbon tied round his body, and by the four points of the compass in a circle on his head, his snout being inscribed "North". The fox stands over a bag inscribed "Faro Bank" from which guineas are pouring, playing-cards are strewn on the ground at his feet. In the foreground is a small bundle inscribed "Budget" within which are bars inscribed "Soap" and a small barrel inscribed "Small Beer" in allusion to the taxes proposed by North in his budget speech of 11 Mar. Behind the badger is a sign-post, the two arms of which terminate in well-drawn hands. The hand of the arm pointing left, in the direction to which North is running, holds the head of a halberd, the arm is inscribed "To Tower Hill". The other arm points downwards at the cave which the badger has left, and is inscribed "To the Treasury". Behind Fox is a terminal statue inscribed "Janus", one head being that of a bearded old man, the other that of a fox, it is crowned by a cylindrical headdress (?a dice-box) on which are two dice. The scene is a wooded landscape with hills. In the distance a hunt is in progress, a stag pursued by dogs; the foremost rider is the king, a minute figure who is falling from his horse after having leapt a gate. - Lord North, Charles Fox, and Edmund Burke, holding hands, dance around a post surmounted by a bust with the face covered by a volume entitled, "Whole duty of man." A ribbon identifying the bust as "K. Wisdom 3rd," hangs around the post. An owl is perched on the bust's head. Burke, dressed in a monastic garb and a biretta holds a volume open to the title "Little Red Riding Hood", an allusion to one of his speeches. A demon, seated on a rock at the foot of the post, plays the dance tune on his fiddle.

- The rivalry between Fox and Pitt is shown in a series of seven images beginning with the portraits of each of them. In the third image, Fox and Pitt fight for a Twelfth Cake, with Fox winning. In the fourth, Nobody (i.e., the King), gives Lord Temple, carrying dark lantern, a note supporting Pitt's claim to the Cake. In the fifth image, a grocer complains about Fox's actions against smuggling. In the sixth, on his return from the Grocers' Hall on February 28, Pitt participates in a riot. He is opposed by a diminutive Jeffery Dunstan, the popular 'mayor of Garrett" and Fox's supporter. In the seventh, Pitt and his companions are thrashed by men with sticks.
