His arms are folded, his head sunk on his breast; from his pocket hang a noose of rope and a paper: 'Paines & Penelties' [sic]. His right hand holds a cane, his left is on the hilt of a short curved sword or sabre with an ornamental hilt affected by macaronis."--British Museum online catalogue and "Perhaps a caricature of Jeremiah Dyson, always called Mungo after the name had been given him in a debate by Col.
